- Page 1 of 1 Notice Type: Special Notice of Intent to Sole Source The Department of Veteran Affairs (VA) Network Contracting Office 8 intends to award a sole source firm-fixed price contract for an HemoSphere Advanced Monitoring System to Edwards Lifescience, LLC, One Edwards Way Irvine, CA 92614. The North American Industry Classification System code for this acquisition is 339112 Surgical and Medical Instrument Manufacturing. Place of Performance: Department of Veterans Affairs Malcom Randall VA Healthcare System 1601 S.W. Archer Road Gainesville, FL 32608 Purpose and Objectives: The Malcom Randall VA Medical Center in Gainesville has a requirement for Systemic Venous Oxygenation (SVO2) & Continuous Cardiac Output (CCO) / Cardiac Index (CI) monitor. The monitor must be fully compatible with the Edwards SWAN-GANZ (pulmonary artery catheter) invasive monitoring catheters to trend and treat SVO2/CCO/CI parameters in critically ill patients who require such monitoring (severe sepsis, open heart surgery (bypass grafting and valve repair/replacements, etc.). The HemoSphere is a direct and immediate upgrade from the obsolete Vigillance II units that the MICU and SICU are currently sharing (only 2 currently in service). The current Vigillance II monitors are end of life, the technology is unable to be repaired when issues / breakage occurs. The requested item(s) are clinically necessary in both the ICU and OR to allow interpretation of systemic oxygenation and treatment of low cardiac output/index when utilizing a PA catheter achieve the best possible patient care and can increase patient survivability. This notice of intent is NOT a request for competitive quotes. However, interested concerns may submit clear and convincing evidence that competition of this requirement would be advantageous to the Government. via e-mail to Scott Brickey, Contract Specialist, scott.brickey@va.gov no later than 4:30 PM ET on February 25, 2020. A determination by the Government Not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. This notice of intent shall Not be construed as an obligation on the part of the Government to acquire any products or services. The anticipated award date is March 1, 2021. A justification for other than full and open competition is prepared in support of this acquisition.
