Description
The Defense Logistics Agency Energy seeks to�identify responsible potential sources and obtain information regarding possible suppliers who can provide services for Government �Owned Contractor Operated (GOCO) for remote jet fuel storage area consisting of the tankage to receive, hold, and issue F-24 to a downstream fillstand located near the flightline at Naval Air Station Meridian, Mississippi.� Services include receiving, maintaining, storing, sample and testing, internally transferring, and issuing petroleum products.� The contractor must be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during normal and adverse conditions.� The NAS Meridian bulk fuel facility is a widespread system of tanks and components interconnected by pipeline and operated by a workforce consisting of contracting personnel. The Contractor will issue, defuel, and provide off-station fuel services to aircraft and support equipment by mobile fuel servicing vehicles and portable pantograph/hose systems. Aircraft fuel services must comply with Naval Air (NAVAIR) 00-80T-109, Aircraft Refueling Naval Air Training and Operating Procedures Standardization (NATOPS) Manual, and all other applicable military, federal, and commercial policies regarding the performance of aircraft fuel servicing operations. �Ensuring compliance with all contract performance requirements. Be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during normal and adverse conditions. Issue, defuel, and provide off-station fuel services to aircraft and support equipment by mobile fuel servicing vehicles and portable pantograph/hose systems. Be capable of performing all other functions relative to an active storage operation, i.e., inventory, quality limited to the visual analysis of samples taken, housekeeping, the securing of the system, and environmental protection. Be capable of providing fuel services to station and transient aircraft 24 hours a day. Provide the fuel servicing equipment in sufficient numbers to undertake the workload. Furnish and maintain used oil, off-spec, and ground fuel servicing equipment necessary to undertake the projected workload and include specifications for the proposed - in their proposal.� Ground fuels, regular unleaded gasoline (GUR) and ultra-low sulfur diesel (DS2), must be delivered as required. Provide aviation, ground, used oil, utility vehicles, and equipment in necessary quantities to meet the aircraft and ground refueling/defueling workload requirements, including surge demands. The Contractor is responsible for furnishing all personnel and provide aviation, ground, utility vehicles, and equipment in necessary quantities to meet the aircraft and ground refueling/defueling workload necessary to provide these services. This procurement will be 100% Small Business Set-Aside, under NAICS 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars.� The Government anticipates awarding a firm-fixed price contract.� The period of performance is December 1, 2020 through March 31, 2021for a four-month option to extend IAW FAR 52.217-8.� � The Government will extend the current firm fixed price contract for a FOUR-MONTH�period, with dates being DECEMBER 1, 2020- MARCH�31, 2021. The contract will be subject to FAR 52.222-41, Service Contract Labor Standards.
