- Amendment 0002 issued to 140P1421R0002 for the following: 1) Include 52.228-1 Bid Guarantee SEPT 1996 as full text (a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid. (b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier�s check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds- (1) To unsuccessful bidders as soon as practicable after the opening of bids; and (2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted. (c) The amount of the bid guarantee shall be 20 percent of the bid price or $3,000.00, whichever is less. (d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default. (e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference. (End of clause) Amendment 0001 issued to 140P1421R0002 for the following: Question: Wyoming is on the 2020 NEC code now and with the new code is a requirement for whole home surge protectors for dwellings. Is the NPS supplying these or is the contractor to supply these with appropriate breakers? NEC code reference 230.67 Response: These will be contractor furnished and added to the seed project price schedule. Question: What is the size of the SER wire so contractor can size grounding electrode system for the exterior meterbase? Response: SER size is 4/0 Aluminum line with 2/0 neutral. This is a basic SER cable used in a lot of homes. Question: Is there metal piping for the water system coming in or the gas system? If so, contractor will need to bond to grounding electrode system and the exterior meterbase. Response: A UFER system is installed in the foundation of each unit for grounding. Question: Per the drawing, it looks to be that there will be a LB on the outside of each unit that goes underneath the unit, is that correct? Response: Yes the LB will enter underneath the floor joists. Question: Is the conduit that comes out of the interior panel, below the plastic of the unit or will contractor need to open up a general location to find the conduit stubbed down from the manufacturer? Response: The contractor will have to carefully open up the belly wrap to find the conduit. Question: For inspections, is this only federal inspection? As to clarify, does the State of Wyoming have jurisdiction? If the state does, contractor will need to get permits and inspections from the state. Response: No state inspections. The Yellowstone National Park Structural Fire Chief is the Authority Having Jurisdiction Question: Does the government provident Square D Homeline 8 space meterbase have a main breaker inside of it? Per the 2020 code, dwellings shall have an exterior disconnecting means. Most meterbases come with a main breaker, but some are main lug only. A main breaker outside can serve as this required disconnecting means. Contractor will need to know if they need to supply a main breaker for each unit. NEC code reference 230.85. Response: The Square D panels ARE main breaker Page 49 of the solicitation under Key Personnel shall be changed to: No designated Key Personnel shall be responsible for performing more than three Key Personnel roles/functions. No formal site visit scheduled for the seed project. Seed Project Scope of Work and Price Schedule shall be changed to reflect the following: All work Shall be completed by August 1, 2021. March 15 - April 14, 2021: Mammoth Units 4, 5, 7,8,9 ,10,13,14,15 ,16,17, 21,22,23,24 & Mammoth Units 1,2,3, 6, 11, 12 18,19,26,27,29,30,31.. April 15 - 30, 2021: Old Faithful Units 1-10 July 15 � August 1, 2021: Mammoth Units 20, 25, 28 & 32 Question: Section C in the scope of work it talks about fencing, will contractor need to supply fencing for each unit during installation of the seed project? Response: Fencing is not required for the seed project. However, this may be different for individual task orders dependent on project and location. Question: When grounding the service, will the ground wire that goes from the meter base to the ground rods be considered an ""underground grounding conductor""? Using the wording from the specs on page 260500-6 in the section 3.4 Response: Yes. Question: Will the grounding conductor that goes from the meter base to the ground rods need to be sleeved in conduit when it is exposed going down the unit to the ground? If so, what type of conduit and who will be supplying it? Response: Since the Ufer ground is in the basement I would suppose that they would use the pvc run into the house that they are already going to be using Question: Will these units require lightning protection? Section 264113 talks about lightning protection for structures but does not say which type of structures will require lightning protection. Response: The protection will be the surge protection breakers addressed above. Question: Will the panel inside each unit require surge protection devices? Page 264343-2 part 3.1 (b) states to install devices in panelboards and auxiliary panels. The interior panel of the unit does not appear to have one installed per seed project supplied picture of the panel inside of the unit. Response: No, the surge protector on the metered service will service the entire house. Question: The scope of work states the Government will provide conduit and wire. Will the Government provide the LB identified in the sketch provided in the SOW? Response: Yes the LB is also provided as well as the service panel. Question: Will the Government furnished items be on site? If not, where will the material be and are we responsible to bring the material onsite? Response: The contractor can get in touch with the Electrical Shop Point of Contact for the material that is stored in a shed. It is a short distance from the jobsite in Mammoth. Question: Will the SER Cable on spools? If so, shall we account for equipment to move the spools, or will the Government already have some equipment on site? Response: SER is on spools. Contractor will need to coordinate with Electric Shop Point of Contact to arrange moving the spools from storage to contractor equipment for this seed project. Question: Are the resumes to be provided in a. Key Personnel and Staffing as part of the Technical Approach and Management Plans excluded from the 30-page limit? Response: Additional pages may be added to provide resumes for Key Personnel and Staffing in the Technical Approach & Management Plan. Please limit resumes to 2-3 pages. The Government requires performance of electrical construction projects in National Park Sites in the state of Wyoming.
