Description
Notice of Intent to Sole Source for Office of Criminal Investigations (OCI) � Nationwide Evidence Storage, Transport, Management and Disposal for the Food and Drug Administration, (FDA) Requisition: 1239213 THIS IS A NOTICE OF INTENT TO SOLE SOURCE AN AWARD in accordance with 13.501(a)(1)(ii) sole source under Simplified Procedures for Certain Commercial Items. The procedures in FAR subpart 13.5 will be used in accordance with �the authority of 41 U.S.C. 1901(a)�(2).� The FDA intends to award a sole source Purchase Order to VSE Corporation, 2550 Huntington Avenue, Alexandria, VA 22303,�(NAICS) Code is 493190 Other Warehousing & Storage with� size limitation standards of $30 million of average annual receipts. The FDA/OCI requires a short-term, non-competitive purchase order to be established to ensure continued support related to its nationwide evidence storage, transport and destruction requirements. This notice is not a request for competitive quotes; however, firms with expressed interest may respond no later than February 25, 2021/�within 15 day of posting of this notice.� A determination by the Government not to compete this requirement is at the sole discretion of the Government.� Any information received as a result of this notice will be considered for the purpose of determining whether this requirement should remain a sole source to the incumbent.� For future information regarding this action, please contact maryrose.nicol@fda.hhs.gov. Description of Requirement The FDA/OCI requires personnel and support to store, transport, destroy and provide reporting on evidence seized as part of OCI criminal investigations. The required support is required throughout the United States�for one, three-month base period and one, one-month optional period. There will also be an optional transition out period that will begin 45 days prior to the overall end of the period of performance. Note:� the FDA/OCI must put an interim purchase order in place with the incumbent to avoid a lapse in mission critical support.�The services received under this purchase order are of paramount importance because they support critical chain of custody and evidence requirements for ongoing OCI investigations and active legal proceedings. During the period of performance of this interim purchase order, the FDA intends to release a solicitation to compete the overall longer term requirement.
