Description
The purpose of this Synopsis of Proposed Contract Action is for information distribution only. THIS IS NOT A REQUEST FOR PROPOSALS. This action is intended to be awarded on a sole source basis to W5 Technologies Inc. under the authority of Title 10 U.S.C. 2034 (c)(5) and 41 U.S.C. 3304(a)(5), as implemented by FAR 6.302-5, �Authorized or required by statute,� as well as 15 U.S.C. 638 (r)(4), which mandates issuance of award (without further justification) to a Phase III vendor to the greatest extent practicable in support of the Small Business Innovation Research program. The SBIR program is intended to support scientific excellence and technological innovation through the investment of federal research funds to build a strong national economy by stimulating technological innovation in the private sector; strengthening the role of small business in meeting federal research and development needs; increasing the commercial application of federally supported research results; and fostering and encouraging participation by socially and economically disadvantaged and women-owned small businesses. W5 Technologies has established Phase III technology which provides a powerful tool to address key affordability, innovation and other Air Force strategic asset objectives. Phase III aligns with many Air Force technology transition functions and meets Air Force mission needs, from research and services to production. The Government requires the procurement of a Mobile User Objective Orientation System (MUOOS) Single Satellite Beam Carrier Base Unit Model #1 which is critical to increasing reliability and improving the performance of the F-16 aircraft satellite communications. The contractor shall assemble and deliver MUOOS Single Satellite Beam Carrier Base Unit Model #1900-1, 1 week of user training on Model #1900-1 and 2 years of F/W and S/W maintenance support. Additionally, installation and onsite training as well as unit maintenance, support, and engineering services is expected within the requirements of this contract.
