- Description
- 1.� Introduction/Purpose The FAA position as a world leader in aviation safety, efficiency and environmental sustainability requires active support and engagement with international counterparts, global organizations and industry.� With limited discretionary budget, the FAA continuously looks to make data-informed decisions about international priorities, resource allocation and engagement to maximize the return on its investment and ensure the global aviation system is as safe, efficient and secure as the National Airspace System (NAS) for traveling Americans. The Office of International Affairs (API), located in the Office of Policy, International Affairs, and Environment (APL), manages and oversees all aspects of the FAA�s Global Leadership Strategic Objective, working in collaboration with the Lines of Business (LOBs) and Staff Offices (SOs).� This function is outlined in FAA policy order (FAA International Governance Structure and Technical Assistance Request Process FAA Order 1240.15) and includes a governance structure consisting of the International Advisory Board (IAB), International Steering Committee (ISC), and supporting Task Forces that all are comprised of volunteer members from each FAA LOB/SO.� International issues and initiatives are collaboratively�discussed and decisions made taking into account all perspectives of the FAA (air traffic, safety, policy, airports, environment, etc.) under the global leadership structure.� Although the Global Leadership governance has active participation from staff and executives in several FAA LOBs/SOs, additional technical and program management support is required to ensure successful, timely and coordinated execution of strategic initiatives and activities to support FAA�s international mission.� 2.� Nature of Market Survey Legacy support for this project is being performed by a Small Business under FAA contract DTFAWA-15-D-00027 Task Order 0011. Among other things, responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)/SDVOSB) or Small Businesses firms. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. This market survey does not guarantee that a solicitation or procurement of any kind will be issued and it should not be construed as a commitment by the Government to enter into a contract. If a solicitation is issued, it will be announced on beta.sam.gov. It is the prospective offeror's responsibility to monitor this site for the release of any such solicitation. The acquisition strategy for the procurement has not been determined at this time; however, it is anticipated that it will be awarded to a single vendor as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of up to five (5) years. The results of this market survey will be used as one of the determining factors in deciding on the Agency�s acquisition strategy for the procurement. �3.� Objectives for this Market Survey The responses to this Market Survey will be used for informational and planning purposes only and will not be released. This is a Market Survey. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind; The FAA is not seeking or accepting unsolicited proposals; All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as proprietary. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction; The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents; Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any; Respondent participation in any informational session is not a promise of future business with the FAA; The FAA will not pay for any information received or costs incurred�in preparing the response to the market survey; and Any costs associated with the market survey submittal is solely at the interested vendor�s expense. 4. North American Industry Classification System (NAICS) Code The FAA has tentatively identified North American Industry Classification Systems (NAICS) Code 541690 � Other Scientific and Technical Consulting Services as applicable to this procurement. The size standard for this NAICS code is $15M per year.� Respondents may recommend other appropriate NAICS codes for FAA consideration. 5.� Submittal Requirements for Market Survey Interested vendors are requested to respond if they have a relevant experience in performing the support services included in the attached draft GLI Statement of Work.� Responses to this Market Survey must include the following information: Response to all questions/items below.� Please provide in Microsoft Word or PDF format and do not exceed seven (7) pages in length. � � � � � � a) Provide the name and address of your company, URL of company website (if applicable), and point of contact with telephone number and email address. � � � � � � �b)Is your company registered in the System for Award Management (SAM) per AMS Clause 3.3.1-33?
