SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY � This noticedoes not constitute a solicitation announcement or restrict the Government to an ultimate acquisitionapproach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, ORDRAWINGS are available for this notice. Responses to this Sources Sought notice will be used by theGovernment to make appropriate acquisitiondecisions. The purpose of this notice is to gain knowledge of potentially qualified small business sources to include small businesses in the following categories: Small Business, Small Disadvantaged Business, Certified HUBZone, Woman-Owned, and Service-Disabled Veteran-Owned. Work would occur as assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division, which includes the Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh Districts, though will primarily assigned through the Huntington District. Architect Engineer (A-E) shall demonstrate through professional registration, company and personnel resumes, executed examples, and supporting customer feedback documentation the ability to provide engineering support as follows: Project Information: This announcement is to gain knowledge of potential qualified small business sources for Geospatial Services including Surveying, Mapping, and GIS database development and population services and general environmental consulting services for projects assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division geographical boundaries to include Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts. The geographical boundaries of the Division include such states as West Virginia, Virginia, Ohio, North Carolina, Kentucky, Tennessee, Mississippi, Alabama, Georgia, Kentucky, Michigan, Wisconsin, Minnesota, Illinois, Indiana, and New York. Geospatial services will consist of Horizontal and Vertical Control Surveys; Structural Deformation Surveys; Boundary and Retracement Surveys; Topographic and Planimetric Surveys; Terrestrial LiDAR Scanning; Mobile LiDAR Scanning, both Vessel and Vehicle Based; Geodetic Control Surveys; Engineering Design Surveys; Aerial LiDAR and Photogrammetric Mapping from both manned and unmanned systems; Orthophoto Production from both manned and unmanned systems; Photo Control Surveys; HTRW Surveys; Quantity and Volume Surveys; Data Computations including Network Adjustments and Reports; CADD Drafting; Digital Terrain Modeling; GIS and Database Design Services; Hydrographic Surveys including Multibeam, Single Beam and/or Side scan Sonar surveys; Construction Layout and Monitoring Surveys; 3-D Modeling, Building Information Modeling (BIM) and Civil Information Modeling (CIM) Services, Subsurface Utility Engineering (SUE); Hyper-spectral and Multispectral Imaging and Processing., and other geospatial services as required to support the Great Lakes and Ohio River Division�s mission. Only small businesses will be considered for this SOURCES SOUGHT. The Government must ensure there is adequate competition among the potential pool of available contractors. The North American Industrial Classification System Code (NAICS) is 541370 - Surveying and Mapping (except Geophysical) Services, which has a size standard of $16.5 million in average annual receipts. The Indefinite Delivery Contract(s) (IDC) may be up to $9 million, if all options are exercised. The task order will generally be between $3,000 and $300,000. It is likely possible that multiple task orders may be ongoing at the same time. The following requests are designed to apprise the US Army Corps of Engineers, Huntington District, of any prospective business�s capabilities. Please provide your response to the following. The submission is limited to 30 pages (15 pages front and back), to include: 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in proposing on a solicitation if issued. 3) Offeror's capability to perform a contract of this complexity and examples of comparable work performed within the past 5 years based on the following criteria. ��������� a. Specialized Experience and Technical Competence: Describe your firms� specialized experience and technical competence with respect to: i.�Successfully managing and performing broadly scoped geospatial projects as those present or anticipated within Great Lakes and Ohio River Division�s environmental mission. ii. Successful integrated management and execution of environmental projects requiring significant coordination of simultaneous activities, real-time integration of customer and regulatory agency coordination and input, and development of effective solutions to quickly arising technical/managerial challenges without a lapse of performance. iii.Horizontal and Vertical Control Surveys on both a local and geodetic level utilizing both GNSStechnology and conventional surveying equipment to achieve precise survey networks. iv.Cadastral surveying capabilities to re-establish, monument and sub-divide parcels, fee tracts,easements tracts, and right-of- ways in accordance with state and local requirements. v.Topographic surveying capabilities using real time GNSS, VRS GNSS surveys, andconventional surveying techniques. vi.Current experience utilizing aerial-based LiDAR and imaging for field to finish productsincluding aerial flight and sensor planning, calibration, and post-processing. vii.Current experience utilizing GNSS capabilities for geodetic, topographic and GIS datacollection including use of RTK, VRS and satellite-based corrections systems. viii.Experience in the collection and processing of aerial and terrestrial LiDAR data into variousmapping products to include classified and bare-earth elevation models, supplementalphotogrammetric/ LiDARgrammetry breaklines, surface models, and contours for large- andsmall-scale mapping projects. ix.Experience in large- and small-scale aerial photogrammetric collection, processing, andmapping production in support of engineering design, facilities management, regional planning,and real property inventory. x.Experience in digital orthophoto generation for large- and small-scale mapping projects. xi.Creation of GIS databases for project data including digitizing and transcribing of historicaldata, conversion of electronic data, and use of the current standard of SDSFIE 2.6 and newerschema. xii.Hydrographic surveying capabilities using differential GNSS, acoustic and conventional surveytechniques. xiii.Ability to collect digital data for planimetric and topographic features, DTM, DEM, datacollection, a breakdown of the firm�s field to finish process, and manipulation of terrain data. xiv.Experience in completion of surveys associated with Subsurface Utility Engineering. xv.Experience in the completion of HTRW surveys from level B to level D. xvi.Experience in completion of surveys related to and involving construction activities. xvii.Describe your firms� past performance during the past 5 years on similar contracts with respectto cost control, quality of work, ability to work independently and compliance withperformance schedules as determined from Contractor Performance Assessment ReportingSystem (CPARS) and other sources. The CPARS is the primary source of information on pastperformance. However, any credible, documented evaluations may be considered, but thegovernment is not required to seek other information on the past performance of a firm if noneis available from CPARS. 4)Describe the professional qualifications of your firm, including any lab certifications. Provide thenumber and qualifications of registered professional personnel in the key disciplines noted above. i.Professional Land Surveyor ii.Project Management Professional iii.GIS Professional iv.Registration, licensure, or certification as required by law and regulations of theappropriate state will be necessary. Submitting firms should demonstrate the education, training, registration, overall and relevant experience, and longevity with the firm of key management and technical personnel. 5)Describe your firms� capacity to perform up to approximately $500,000.00 in work of the requiredtype in a one-year period and accomplish the anticipated work in an efficient and quality manner. 6)Regional contract capability - Would the geographical boundaries of this procurement beingregional and would include West Virginia, Virginia, Ohio, North Carolina, Kentucky, Tennessee,Mississippi, Alabama, Georgia, Kentucky, Michigan, Wisconsin, Minnesota, Illinois, Indiana, andNew York be of any concern or limit capability versus the procurement geographical boundariesbeing limited to a Huntington District procurement to include West Virginia, Virginia, Ohio, andKentucky? 7)Verification of Small Business Administration (SBA) certification(s).The Government is seeking short statements regarding the company's ability to demonstrate existing expertise and experience in relation to the areas specified herein. Commercial brochures or existing marketing materials may be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This posting is for information and planning purposes only and shall not be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition to small businesses. Offers that do not meet all requirements outlined in this SOURCES SOUGHT or submit within the allotted time will not be considered. Firms are strongly encouraged to make known their interest and experience in this type of work. Electronic submission via email is preferred.
