Description
1.0 Description 1.1 The Naval Supply Systems Command (NAVSUP) in support of digital fingerprint capture and recording. The contractor shall submit on our behalf digital fingerprints direct to DCSA (or their successors) via SWFT (or their successors). The contactor shall save digital fingerprints files and make them available for download via the contractor web site. The contactor shall establish a web user account where security personnel can gain access to download digital fingerprint files. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ) or promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued 2.0 Background The NACC is responsible for executing on behalf of the Navy�s Director Acquisition Talent Management (DATM) the Naval Acquisition Development Program (NADP). The NADP is a two to three year training program that aims to grow and sustain the Naval Acquisition Workforce (AWF). In close partnership with 11 Navy and Marine Corps Systems Commands, the NACC Recruiting Division provides a hiring gateway for two groups of candidates: NADP Entry, targeting recent college graduates and NADP Associates targeting mid-career professionals. The nominated candidates come from within the continental United States, in addition to Hawaii, Guam and Puerto Rico. The NACC recruiting and security staff coordinates all human personnel and security responsibilities in order for applicants to meet contingencies of employment. One of the contingencies of employment is the ability of the candidate to obtain and maintain a Secret Security Clearance. As a part of the security clearance process, nominees must submit digital fingerprints via approved software systems (i.e. SWFT) for review by DCSA. NACC is requiring an enterprise wide digital fingerprinting service solution capable of providing services to all potential employees located within the continental United States, Hawaii, Guam and Puerto Rico. Additionally, have recorded fingerprints submitted direct to DCSA (or their successors) via SWIFT (or their successors) on our behalf. Furthermore, have recorded fingerprints available for download to facilitate subsequent upload by Government personnel. NACC has an estimated requirement of 800 applicants annually. NACC will leverage a portion of its annual requirement within Navy commands where co-location is within a reasonable driving distance and services are not hampered by COVID 19 or other such limitations. 2.2 Delivery Period: Contract could be up to 1 base year plus 4 option years. 3.0 Responses Request Responses by Thursday 18 February 2021, 9:00am EST. The response shall be submitted via e-mail only to the Government Point of Contract (POC): Michael Stoutenger, Contract Specialist, Michael.stoutenger@navy.mil. Questions regarding this announcement shall be submitted in writing to the Contracting Specialist. Verbal questions will NOT be accepted via telephone. The Government does not guarantee that all questions received will be answered. The RFI should address the following fingerprinting service offerings: 1. Fingerprinting service features, 2. Ability to submit via SWFT 3. Pricing structure, 4. Geographical areas of coverage, and 5. Accept of Government Purchase Card? 6. Company Information. Name, mailing address, phone number, CAGE/and or DUNS, and e-mail of designated point of contact. 4.0 Industry Discussions The Government representatives may or may not choose to meet with RFI respondees. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks. 5.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide Fingerprinting Services. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
