- Description
- The United States (U.S.) Government is conducting market research to identify currently available hardware solutions that support Air Missile Defense Planning and Control Systems (AMDPCS) and Integrated Battle Command System (IBCS) need for Passive Identification Friend or Foe (PIFF) systems. The PIFF system will be capable of providing air track data on a Local Area Network (LAN) via Transmission Control Protocol (TCP) or User Datagram Protocol (UDP) into the Command and Control (C2) systems for both AMDPCS and IBCS. These capabilities support the air picture and situational awareness for Commanders and Staff thereby enhancing survivability and reducing the risk of fratricide. This notice is published in accordance with Federal Acquisition Regulation Part 10.002 and Subpart 15.201 and is a request for information for conducting market research. All information received will be used for planning purposes only. This notice does not constitute invitation for bids, request for proposals, or request for quotes. The Government will not award a contract based on this notice and will not reimburse respondents for any cost associated with responses to it. PROBLEM STATEMENT: The U.S. Government seeks to solicit 442 PIFF units that can be adapted to operate and function within the bounds of both the AMDPCS and IBCS architecture. The government does not own data rights to any existing PIFF system. The PIFF system shall: (1) Incorporate a Multi-Channel Receiver (MCR) capable of receiving ASTERIX formats for ADS-B/M5L2(B) Report Message with Expansion Fields CAT0021; UAT ADS-B Report Message CAT033; Jamming Strobe Message CAT034; Crypto Status Message and Status Message CAT061 as per Eurocontrol-Spec-0149-12 v2.4 and Eurocontrol-Spec-0149-12-A v1 via TCIP network interfacing, Multi-sector antenna, removable Crypto Applique (KIV-77), data recording capability, Global Positioning System (GPS) Antenna and cable and an internal power supply that supports 28V DC input power. (2) Be capable of integrating a Ground Based GPS Receiver Applications Module (GB-GRAM) receiver on the GPS carrier card which provides time and position data. The card must have provisions to accept external Network Time Protocol (NTP) data when available from the host platform. The carrier card shall be designed to accept government approved M-Code signal. (3) Include a handheld solution which is capable of communicating with IBCS/AMDPCS C2 systems via respected internal network systems. (4) Have separate cable sets that are able to integrate into the IBCS and AMDPCS systems. (5) Have configuration control consistent with AIMS certified units. (6) Meet required capabilities defined by DoD AIMS 17-1000 and 03-lO00C. (7) Be able to receive and process transponder reports centered at 1090 MHz for Mark XIIA and Mode 5 (Level 2 and 2B) in additions to 1090 MHz Mode Select extended squitter ADS-8 'Out' and 978 MHz UAT squitter. (8) Demonstrate track completeness (the ratio of PIFF tracked objects to all reporting platforms at a specified time), track correctness (the ratio of correctly processed PDRS tracks to all reporting platforms at a specified time), and track continuity (variability of platform identification characteristics of each track). (9) Track error statistics out to an instrumented range of 250 nautical miles. (10) Be considered unclassified after shut down. Instructions for Market Survey Response The PIFF market research will be conducted via white paper submissions: The Government will not reimburse respondents for any costs associated with responses to this notice. Respondents may submit questions to the Contracting Officer by email to bryan.g.luchsinger.civ@mail.mil by 19 Feb 2021. All white papers must be received by the Government Contracting Officer electronically through email at Jeffrey.d.cox46.civ@mail.mil NLT 1600 hours EST on 19 Feb 2021. Responses will consist of an unclassified white paper on 8.5 x 11 inch paper with fonts no smaller than 10 point, one inch margins, in a Microsoft Word or Adobe file format. Each page of the submission shall contain a document identifier in the document header. Respondents should ensure to label any information contained in the white paper considered to be proprietary. At a minimum, the white paper shall provide a description of the technical approach and a statement on how the technical capabilities meet these key attributes: (1) Technical Overview: Including how the system accomplishes PIFF systems capabilities as defined above. (2) Integration: Ability of the system to integrate with AMDPCS and IBCS architecture. (3) Affordability: Estimated system costs for budgeting purposes. System costs must be both reasonable and achievable. The baseline for requested solutions is the ability to meet the minimum requirements of the current system. Responses should clearly identify and summarize all previous testing of either individual components of their proposed system of systems, or of the integrated system of systems, by either U.S. Government agencies or other test agencies. (4) Conformance with the U.S. Government open systems architecture initiatives. Responses should discuss types, extent, depth and breadth of analysis and data to substantiate performance and containment claims. Responses should also describe the firm�s capability and experience in providing tactical systems in this mission area. The white paper will contain no more than 20 total pages including tables, charts, and figures. The white paper should include a technical POC, phone number and email.
