Description
1. INDUSTRY DAY: 1.1� The ARTS Program Office, AFLCMC/HBZCD, Hill AFB, Utah is holding �Virtual� Industry Day June 16, 17, 18, 24, and 25 for parties interested in the production of an ARTS-V3 design and development.�� The purpose of the industry days is to provide information on ARTS-V3�s recent program developments, gain a better understanding system requirements with special emphasis on identified threats and communicate program objectives. Program discussions will remain at the FOUO level. 1.2� Each party must submit a Registration Form (provided) to Rachael Zack, no later than 05 June 2020.� Attendees will be sent a meeting invite through their provided email to virtually attend, via Microsoft Teams. 1.3� The industry day will consist of a general session and one on one sessions (see Industry Day Schedule).� The general session will consist of an ARTS-V3 Program update briefing as described in paragraph 1.1 and question/answer discussions.� The Government requests interested parties make an effort to submit questions regarding ARTS-V3 to Rachael Zack by 05 June 2020 to allow the Government to respond more efficiently during the industry day. 1.4� One on One sessions will be for clarifications/questions concerning the ARTS-V3. One on one sessions will be used for contractors to present their capabilities and answer questions posted in RFI. Interested parties desiring to schedule a one on one session with the Government must submit a request via email to Rachael Zack no later than 05 June 2020. One on one session time slots will be populated in order of requests (see Industry Day Schedule). �One on one sessions will be held to a maximum of 60 minutes for government/industry feedback with a 15 minute government only huddle after each session is completed.� A final Industry Day Schedule will be posted to BETA.Sam on 12 June 2020 outlining each industry partner�s timeslots. Depending on the amount of responses for one on one sessions, the government reserves the right to change the one hour breakout time to accommodate for the number of responders/requesters. If there is issue with this approach please notify Rachael Zack of concerns. 2.� The points of contact for this notice are: Rachael Zack Contracting Officer 801-777-5068 rachael.zack@us.af.mil 3.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The System Program Office will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. The government will not provide reimbursement for information provided, travel, and time spent. RFI and Industry Brief Release ARTS-V3 has released an RFI and Industry Brief on the Beta Sam site.� The Industry Brief is a restricted file that contractors will have to request access to.� The program office is requesting RFI responses back by 29 May 20.� The program office is also anticipating holding an Industry Day event 7-8 July.� Further instructions for the Industry Day event will be posted at a later time.� ARTS-V3 is trying to increase communication (especially at Industry Day) with all industry partners, and hear from industry about prototyping and technology demo events.� So we encourage Industry representatives to review the RFI and Industry Brief provided and give responses back. Industry Day - Postponement Due to the COVID-19 pandemic the ARTS-V3 team has postponed the V3 Industry Day.� The team intends to reschedule the Industry Day event in mid-June to early July timeframe.� In the near-term (coming days), the team will be�post�the latest V3 Industry brief which captures the new V3 focus toward a Rapid Prototype (Section 804) system.�See the attachment to this posting, ARTS V3_Industry Day Delay for more information regarding upcoming events and RFIs.� NOTE:� No Response to this posting is due at this time. Re-activate Announcement The purpose of this notice is to re-activate the ARTS-V3 original notice and to update the status of the program based on a Government held Requirements Integrated Product Team (IPT) Review.� See the attached ARTS V3_Program Update for further details.� An extension was made to the date for�industry reponse to this notice. An update to the Secondary Point of Contact was also�made to this notice Technical Questionnaire for Current Radar Technology The�Questionnaire posted on September 21st, 2020� is for further market research and� is purely informative with the goal to develop reasonable prototype requirements. Please complete the table in section 6 for each technology you feel should be better understood by the ARTS-V3 team.� Feel free to reach out for clarification, explain any answers, and submit via classified channels or anything else we can do during these days of CoVid19. �Please be aware that the values in this document are not system specifications nor notional requirements and should not be construed as such. �Please respond by October 16th, 2020.�� Contracting Strategy - Update The ARTS-V3 Variable AESA Directed Radar (VADR) team has received valuable feedback on radar technology that enable flexible, multiple threat operations.� Now that the technical challenges are more understood, the�Program Office intends to move forward with Model-based System Engineering (MBSE) as a cost-effective way to ensure all the developing system requirements are met.� The PO is looking to set an OTA contracting strategy for industry to complete modeling and simulation, then deliver valid sub-scale and full-scale models for further risk reduction and prior to any production contract.� The V3/VADR team would like Industry to be aware that OTA contracts for digital models will be the major focus for the future in FY21. Once final OTA plans have been made the V3 team intends to release further instructions and details -- either with another announcement or with a town hall event with Industry.�� An update to the Secondary Point of Contact was also�made to this notice. Modeling and Simulation Requirements� Per Dr. Roper's, Former Assistant Secretary of the Air Force for Acquisition, Technology and Logistics, direction for digital acquisitions, the ARTS-V3 is going to pursue more robust modeling and simulation for requirements verification via Cameo No Magic.
