STATEMENT OF NEED BEHAVIORAL HEALTH FOAM FURNITURE BRAND-NAME OR EQUAL BACKGROUND The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre-Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center (CMCVAMC), Behavioral Health Inpatient Unit, has a brand-name or equal requirement for fifty (50) foam lounge chairs with arms and slanted seat. The brand-name reference is the Feek Orca Active with arms. The dimensions are as shown on the attached sketch, CMCVAMC Behavioral Health Foam Lounge Chair . Please note that the seat pitch on the attached sketch has been modified. The chair must match the dimensions on the attached sketch. The NAICS Code is 337127. Equivalent products will be accepted with the following minimum salient characteristics: SALIENT CHARACTERISTICS Overall Properties: Product should withstand 13 Lbs. of direct pressure. Pass CALIFORNIA TECHNICAL BULLETIN 117. Sustainable product, fabricated with low Volatile organic compounds (VOC s). Weatherproof/Aquaphobe, cold and heat resistant. Highly elastic and flexible coat and foam. The coated foam should be highly durable and very supportive. There should be no sinking feeling when sitting on the product. Furniture without hanging points which if not followed becomes a patient safety issue. Foam Properties: CM 46 fire retardant Polyurethane Foam 100% recyclable and has been tested and certified by an independent laboratory to meet specific criteria for physical performance, indoor emissions and environmental stewardship. Coating Properties: Water based COAT 14 HD, which is thicker for specific use in Mental Health inpatient care areas. Abrasion resistant test at over 50,000 double rubs (WYZENBEEK) Heavy Duty Classification. Color - RAL 8015 - Kastanienbraun-Chestnut Brown, UV durable for color stability. Able to withstand cleaners used to kill COVID-19. Coating application to be even throughout the chair with seamless finish which results in increased infection control Skin friendly, soft to the touch. Anti-Graffiti SCOPE OF WORK The vendor shall provide all resources necessary to accomplish the deliverables described in this Statement of Work. The vendor shall deliver and unbox fifty (50) chairs at the loading dock of the Warehouse, building 2, of the CMCVAMC, and install forty (40) of those chairs in the Behavioral Health inpatient unit. Ten (10) of the chairs will remain in the Warehouse. The vendor shall remove and dispose of the forty (40) existing chairs being replaced. The inpatient mental health unit is located on the 7th floor of the medical center s main building. There is an elevator located near the loading dock in the Warehouse. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to install forty (40) chairs within the inpatient unit. The installer must abide by the CMCVAMC s regulations regarding installations in an Inpatient Mental Health Clinic. An inventory of all tools being used must be provided to the Nurse Manager before and after entry to the unit. All tools taken on the unit must be removed by the vendor. Sharp tools such as box cutters are prohibited on the unit. An approximate ship date of furniture must be provided to and approved by the POC prior to the shipment. Furniture must conform to the latest edition of the Design Guide for the Built Environment of Behavioral Health Facilities as distributed by The Facility Guidelines Institute and the VA Design Guide for Inpatient Mental Health (IPMH), January 2021. As stated in the Design Guide, Section 4.3.3.13 Furnishings: IPMH furniture in Security Zones 2 & 3 shall be mental health grade or certified by the manufacturer to be used in locked unit settings. This furniture grade is durable, easily maintained, ligature and abuse resistant with tamper proof fasteners. Furniture shall not have sharp edges or surfaces that can be used as an anchor point. Chairs used in patient dining areas and patient rooms shall be either weighted or very light and soft to minimize the threat of the chair being thrown or otherwise used as a weapon. For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database. GRAY MARKET ITEMS No gray market or remanufactured items will be acceptable. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA medical facilities. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. **Please provide a capability statement as well as any relevant literature addressing your organizations ability to supply the required items.
