- Sources Sought Notice for US Department of State-Subscriber Radio Program PURPOSE: This Request for Information (RFI) is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how to proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback from their submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with response to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The Department of State, Foreign Service Institute (FSI) is seeking information regarding the attached technical specifications.� Please carefully review the technical specifications and respond according to the directions below. Respond to the information and questions below: 1. Contact information: a. Name of company b. Business title c. Institution or organization affiliation d. Email address e. Phone number f. Capabilities Statement; All interested parties shall submit a Capabilities Package that demonstrates company capabilities, indicating examples of experience and existing qualifications/certifications to demonstrate the company ability to meet and fulfill the requirements of the Statement of Work (SOW) 3. Specific Questions; What electronic equipment/devices can your company provide? What electronic equipment/devices can your company not provide? Is your company a manufacturer of this electronic equipment? Is your company a reseller of this electronic equipment? What contracting vehicles can your company utilize to contract with the Government? What equipment functionality or specifications should be clarified? What options, functionality or specifications were not included but available? What transceiver specifications could be met and at what level if they were changed? What are any major acquisition and/or technical performance risks your company anticipates in this type acquisition? 4.� Submit Voluntary Product Accessibility Template (VPAT), if available, for the transceiver equipment that meets the technical specifications. NOTE:� The VPAT was designed to provide information on how a product or service conforms to the Section 508 Accessibility Standards (from the U.S. Access Board) for Electronic and Information Technology (E&I T). E&IT product and service vendors need to follow the Information Technology Industry Council (ITIC) requirements for VPAT Best Practices, and then develop their company VPAT that complies with the recommendations and templates of the ITIC. The Best Practices guidance requests that all sections of the standard be addressed, even those that appear to not be applicable.� Each VPAT should be product and version specific and dated appropriately.� For this request for Information, Do not include the following in the response: 1. Do not submit formal proposals or offers; 2. Do not submit requests to be considered for award or to be notified of a future solicitation; 3. Do not submit requests to be added to a mailing or distribution list; 4. Do not submit questions or comments not related to this RFI; 5. Do not respond via telephone. How to Submit Responses: 1. The RFI closing date is March 2, 2021 at 3:00 P.M. EST.� Classification 7G22 IT and Telecom - Network: Satellite And RF Communications Products (HW, Perpetual License Software) Hardware and software for dedicated satellite and RF (microwave) communications equipment carrying data network circuits, and associated access facilities. Radio and TV signal generation, broadcast, and distribution components, handheld 2-way radio, and other RF communications systems. Includes: Software that is licensed for use indefinitely. This can also be referred to as perpetual, indefinite, permanent, continuous, or everlasting. NAICS Code:�334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing Places of Performance:� Contractor�s location and training shall be performed at contractor three locations designated in the draft SOW.
