- 1605AE-21-N-00001 Architectural/Engineering Services for the Facility Redevelopment, Phase IV New Vocational Skills Training Complex at the Potomac Job Corps Center The US Department of Labor, Office of Job Corps Acquisition Services, has a requirement for a qualified firm to provide Architectural/Engineering Services for the Facility Redevelopment, Phase IV New Vocational Skills Training Complex at the Potomac Job Corps Center, Washington, DC.� THIS IS A SOURCES SOUGHT NOTICE.� In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research.� Market research is being conducted to determine if there are potential small businesses with the capacity and experience to perform the required work.� This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal.� There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� The full extent of the work will be described in the solicitation, which may follow at a later date.� However, a summary of the services to be performed is provided as follows.� The work involves Architect/Engineer (A/E) services for design and construction administration services to construct a new Vocational Skills Training Complex at the Potomac Job Corps Center, District of Columbia (Washington, DC) based on the previously approved and permitted set of construction documents.� The project includes construction of a new vocational skills training complex consisting of two separate buildings.� The larger five bay building is 19,700 gross square feet and the second two bay building is 6,200 gross square, totaling approximately 25,900 gross square feet.� The intent of this scope is to update the original 2009 design for the larger (Building A) and one of the two smaller buildings (buildings B or C) previously permitted by the District of Columbia�s Department of Consumer and Regulatory Affairs (DCRA).� This project will update the documents, as needed, to incorporate applicable current Federal and current adopted DCRA building codes. The new design will construct a training complex that includes the larger and one of the smaller buildings with the same features as the original and will produce updated, permitted, and biddable construction documents, while salvaging as much residual installed work from the former project as possible.� The construction shall include miscellaneous site improvements in the form of general landscaping, roads, parking, drainage, connection to all utility lines and site/security lighting for the new buildings.� The extent of work is detailed further in Section IV of this document. The project�s sequence will, as Part 1, investigate the current site, along with the associated plans and specifications, available record construction documents and a post demolition Project Site Survey and Inventory Report.� Available documents are listed at Appendices A and B.� The analysis will assess and report on the viability and serviceability of any previously installed work and recommend which of the two smaller buildings should remain part of the design.� In the future, DOL may supplement the project by adding the other building; therefore, the design will consider an option for future expansion.� Part 2 of this scope will provide new, updated construction bid documents to construct the new Vocational Skills Training Complex that complies with all current local and federal building codes. As background information, the construction site rests on a previously unlicensed landfill, which contributed to two separate slope failures and delay to project delivery.�� The failed slopes were re-engineered with improvements that included excavation and removal of unsuitable materials, installation of structural piles, engineered fill and a stone buttress in order to restore the site to a condition suitable for construction.� Construction had previously started for the three buildings, but was terminated and the partially constructed buildings were subsequently demolished.� The two new buildings will be constructed on the same site to replace those previously started but demolished.� The Department of Labor (DOL) has since reduced its programmatic requirement of nine to seven of original vocational offerings, thus will need only one of the two smaller buildings originally designed.� Period of Performance Notice of Award to Contract Completion:� 707 calendar days The estimated price range for construction is $1,000,000 to $5,000,000.� � Firms interested in this requirement are requested to submit a statement of qualifications.� Your statement of qualifications shall demonstrate the capacity of your firm to perform the services described above, and should include the following information: 1.��Previous Projects of Similar Scope and Value ���� A. �Contractor has completed two or more major new building complex projects located�on operating facilities with a $10M minimum constructed value within the last five years which include selective demolition, hazardous materials remediation, construction of both deep and mat type foundations, and significant utility�infrastructure facilities and improvements.� �� ����� B. �Contractor has completed two or more projects requiring temporary bracing and�restoration of historic building facades or other building features required to be retained within the last five years. Provide previous project examples that include the location of the project (City, State), the�project owner, and a brief and concise description of the project scope. �2.�� Project Location � � � �A.� Contractor has completed three or more construction projects in the region of the country the project is located in the last five years indicating familiarity with local conditions and subcontracting community. � 3.�� Cost Control, Project Schedule, Safety, and Quality of Work��� ������� A.� Contractor has a proven record of excellent performance by completing projects on or ahead of time. Using the previous project examples include the Contract Award/NTP date, the�original contract completion date, and the actual contract completion date for each project � � � � B.� General Contractor has a proven record of excellent performance by reducing cost and completing projects on or below budget. Using the previous project examples indicate the contract award amount, the final contract value, and a percentage of change order value relative to the total construction value for each project. � � � � C.� General Contractor has established Safety and Quality Control procedures and protocols which are consistently applied to all projects. General Contractor has an EMR Safety Rating of less than 1. Provide EMR Safety Ratings for 2019, 2018, and 2017. � 4.� Financial Capabilities General Contractor is in sound financial standing with no claims or liens. General Contractor has sufficient financial capacity to bond a project in excess of $10M. Provide aggregate and per project bonding capacity limits. Your project examples shall include the location of the project, the project owner, a brief description of the services performed.� Your synopsis should also include the date of contract award, the original and final date of contract completion. Using the previous project examples indicate the original contract price and final contract value.� The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
