- The Defense Logistics Agency, Robins AFB, GA, will acquire a quantity of 33 �Pressure Dividers� in support of the C-5 Galaxy sustainment. The �Pressure Divider� is part of the hydraulic manifold assembly that controls the C-5 Pitch Trim Actuator�s Nut Drive Motor. The Pitch Trim Actuator positions the entire horizontal stabilizer assembly for pitch trim of the C-5 aircraft. Requires proof pressure, working pressure, and flow rate testing. Individual metal components all require Non-Destructive Inspection prior to assembly Anodized Aluminum cap 440C Stainless Steel, per .0002 to .0003 diametric clearance matched diameter between spool and sleeve Concentricity requirements as precise as 0.005 inches Parts require heat treatment and cold stabilization IAW SAE AMS 2759/5 TYPE 3, CLASS A, with cryogenic soak between tempers. Dimensions; Unit Weight: 0.5 lbs Unit Size: 6.3in x 5.3in x 3in Unit Pack Cube: 0.057 cu ft. Manufacture of parts for C-5 hydraulic manifolds requires strict control of processes to ensure adherence to very close tolerances during machining of specified material. Special machining equipment is required to produce the precisely manufactured part surfaces. Consistent manufacturing processes are necessary to ensure that the manifold components are manufactured such that the Pitch Trim Actuator assembly provides precise control of the horizontal stabilizer incidence during flight. Failure of the Pitch Trim Actuator to position the horizontal stabilizer could place the aircraft and crew in an extremely hazardous situation due to the pilots being unable to properly trim the aircraft for its flight condition, resulting in very heavy forces being required of the pilots to maintain level flight. Flight safety histories indicate that aircrew task saturation as a result of component failures dramatically increases the risk of an aircraft mishap if they occur in critical phases of flight. If the failure occurs under these conditions there is a risk of loss of life and/or aircraft. The technical data package for the pressure dividers is maintained by the United States Government, however, Thomas Instruments Inc., Cage: 5H860 is the only qualified source found. This is a sole source requirement under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under which the Government intends to solicit and negotiate with only Thomas Instruments Inc., Cage: 5H860. A Request for Proposal is attached to this notice.� Thomas Instruments Inc, is the Original Equipment Manufacturer (OEM) of the above mentioned SRUs. Thomas is the only known source with adequate knowledge of the Pressure Divider design, performance requirements, and possession of the required technical data and capabilities needed to produce this item and ensure compatibility with the C-5 Galaxy aircraft. In accordance with FAR 5.207(c)(16)(ii) responsible sources may identify their interest and capability to respond to the requirement. The notification should contain Company Name, Address, Point of Contact, CAGE, and size of business pursuant to NAICS code 332911.
