- PURPOSE OF THIS ANNOUNCEMENT: This is a Notice of Intent to award a sole source Architecture and Engineering contract. THIS IS NOT A SOLICITATION NOTICE. Submission of any information in response to this notice is purely voluntary. The government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing at and time of this notice. The U.S. Army Corps of Engineers (USACE), South Atlantic Division, Charleston District intends to make a sole source firm-fixed price award to Jacobs Engineering Group Inc. for Title II (Construction Phase) services for the Combined Heat and Power project at Ft. Jackson. SC. This sole source contract will be issued under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Jacobs Engineering Group provided the design for this project under a separate contract and is the Designer of Record (DOR). The DOR has an in-depth understanding behind the concept of their design and has been an integral part of the process. In order to ensure success of the construction contract, the DOR needs to be available to respond to questions about the design, possible differing site conditions, and user requested changes. The DOR will be responsible for Engineering during Construction (EDC) Service. The EDC services may include providing support to the Government to respond to Requests for Information (RFIs), Submittal reviews, participation in regular progress meeting and on-site visits to inspect work constructed. � SUBMISSION: If you intend to submit a capability statement you must specifically address how your firm will be able to successfully perform the required services. Responses must be submitted in writing, by e-mail to the contract specialist, Kristin Recio, at Kristin.A.Recio@usace.army.mil and CC the Contracting Officer, Henry Wigfall, at Henry.Wigfall@usace.army.mil no later than 12:00PM ET on 26 February 2021.
