- Naval Supply Systems Command, Fleet Logistics Center, Sigonella (NAVSUP FLCSI)�Naples, Italy Detachment, hereby submits a notice of intent to award a sole source firm-fixed-price contract for high quality near real-time worldwide vessel positions via the tools provided by MarineTraffic. In addition, the US Navy requires access to both AIS data provided via MarineTraffic�s unique terrestrial network of AIS receives and MarineTraffic�s/Orbcomm�s high quality celestial AIS.� Vessel positional information shall consist of vessel location, identifying information (to include at least one or more of the following; the vessel name, International callsign, International Maritime Organization (IMO) number, and/or Maritime Mobile Service Identity (MMSI) number).� Along with the vessel positional data the US Navy requires amplification information on all vessel posits.� This data shall include, but not limited to, some or all of the following data fields; vessel type, overall length, beam, draft, last port of call, next port of call, type of cargo, and ownership. The sole-source Contractor shall provide four (4) concurrent user accounts to access the commercially available MARINETRAFFIC.COM SAT PRO on-line system via a bundled package and included the following functional products: voyage data plus (vessels� current, future and 1 year past activity), Undelayed Global Satellite positions, vessel particulars, nautical charts, advanced live map, customs areas, vessel events plus, weather maps, advanced density maps, playback plus, fleet 500, and port congestion. MarineTraffic is the only on-line system found to both contain the timely and geographic coverage information required as well as the only online tool for comprehensive ship tracking covering the entire global fleet and the only online data services for compiled ship locations, registrations, and capabilities and performance information. MarineTraffic is recognized as the authority for worldwide ship locations and movements for the civil maritime industry. Other on-line services have not shown the fidelity and coverage in terrestrial and satellite AIS positional data as MarineTraffic. MarineTraffic is recognized within the civil maritime industry as the authoritative on-line source of the data required. The anticipated NAICS code is 511210, Software Publishers, and FSC B599, Special Studies/analysis- Other. The anticipated subscription period of performance is 9 April 2021 � 8 April 2022, plus four (4) 12-month options. Interested parties that believe they could satisfy the requirements listed above for NAVSUP FLCSI may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responsible sources may submit a response which, if timely received, must be considered by the agency.
