- This is a NOTICE OF INTENT for the Government to award a Sole Source indefinite delivery/indefinite quantity (IDIQ) for the services of NATIONAL ACADEMY OF SCIENCE on Behalf of the Department of State, Office of the Science and Technology Adviser to the Secretary (STAS). This will be for base plus four option years. This IDIQ is for the NATIONAL ACADEMY OF SCIENCE to administer the�Jefferson�Science Fellowship Program.��This program provides a pipeline of�senior, tenured, and PhD-trained�science, technology, medical�and engineering�professors,�and university faculty�to work at the�U.S. Department of State�for 12 months. This sole source contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.302-1. This hereby constitutes a synopsis of the options included in this requirement.�Should potential offerors�believe they have a solution that meets the needs as described in the Statement of Work (SOW), respond to this notice by submitting a brief summary of capabilities that would give the government enough information to effectively�evaluate the response.��This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government.��A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government.��If no affirmative�responses are recieved by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with NATIONAL ACADEMY OF SCIENCE.��Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective described in the attached SOW. The Government will not be responsible for any costs incurred by responding to this notice.
