- PRE-SOLICITATION NOTICE Solicitation No.:� 19GE5021R0036 The American Consulate General, Frankfurt provides the following Pre-Solicitation Notice regarding the issuance of a Request for Proposal (RFP) for: Historic Fa�ade Restoration Work at the Chief of Mission Residence in Rome, Italy The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Construction Type Contract. The Chief of Mission residence (CMR) is a building listed in the historical City amongst the special Buildings and Complexes and identified more specifically as an Historical Villa (art.39 NTA).v The successful contractor shall provide complete construction services, contract coordination, and supervision, including but not limited to the management and construction necessary to meet the requirements of this contract within the established timeframe. The work includes among other construction activities: Preliminary Surveys and Documents Restoration of Wood Elements Restoration of Plaster Restoration of Brick Wall Restoration of Peperino Restoration of Limestone Restoration of Marble Restoration of Cement Mortar Elements Restoration of Wrought Iron The building object of this project is of historical and artistic value, subject to legal restrictions as per Legislative Decree 42/2004 and subsequent amendments. Construction services under this project shall be assigned to cultural heritage contractors possessing the professional qualification required by the Italian Ministry of Cultural Heritage and Activities. This requires contractors to be specialized in the restoration of cultural assets and architectural surfaces, and will be composed of restorers of works of art, with specific experience in the field of the restoration, namely: Sectors of competence 1) Lithic materials, mosaic, and deriving materials 2) Architectonic surfaces As specified below, the company members shall be qualified conservators, and hold an executive role within the company. All conservators and conservator�s assistants, who are members of the company, or recruited for the project, shall include in the proposal their curricula, the certifications proving their professional qualification in the field of the conservation and restoration of cultural heritage, their professional experience, and specific competences, necessary for the correct execution of the work. All those who will carry out the work shall possess the professional qualification as cultural heritage conservator required by the Italian Ministry of Cultural Heritage and Activities, as per Italian law, which is the qualification required by Ministerial Decree 24 October 2001, n. 420 and subsequent amendments (Legislative Decree 22 January 2004, n. 42 and subsequent amendments, Law 14 January 2013, n. 7 � Amendment of the transitional rules for the attainment of the professional qualification of cultural heritage conservator and cultural heritage assistant conservator, GU n. 25 of 30-1-2013), as per communication issued in the Gazzetta Ufficiale, Serie generale, del 15 ottobre 2018, n. 240. The magnitude of this project is anticipated to be between $500,000 and $1,000,000 U.S. Dollars for the entire project. Companies interested in the solicitation should express their interest by written correspondence, no later than Friday February 26, 2021, at both of the following email addresses and MUST include the following information: Name of Firm, Name, Telephone, Email Address of Point of Contact and Complete Physical and Mailing Address of Firm DO NOT TELEPHONE. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform restoration work in Italy as described above. Contractors applying to participate in this action may be required to provide information as to how they will address the issue of historical work qualification prior to solicitation documentation being made available to them. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures. In particular that you possess all required professional qualifications as described in this notice. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Italy. Contractors shall be required to provide: a) A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the country of performance b) Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing and requisite permit(s) c) Any impact such authorization may have on the contractor�s operating name and address You will be required to provide information that clearly shows you are able to perform work in the Italy.� Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified. Irrevocable Letters of Credit (ILOC):� The successful contractor will be required to provide the government with surety in the form of Irrevocable Letters of Credits totaling 40% of the value of the contract.
