- As required by FAR 7-105(b), this posting is to serve as notification that the DLA Land & Maritime intends to bundle the requirements of the Red River Army Depot (RRAD) Industrial Product Support Vendor (IPV) Program.�The IPV Program requires a Contractor to provide complete supply chain management and logistics support of bench stock items for maintenance lines at RRAD. IPV items, commonly referred to as �bench stock items� are placed in bins and located near the point of use at the maintenance depot to permit the efficient and effective maintenance, repair, and/or overhaul of military weapons systems.� The successor project for RRAD IPV are follow-on requirements with no material change in scope of previously provided bundled services. The IPV program meets the definition of bundling at FAR 2.101.� The program requirements cannot operate independently of one another therefore cannot be performed under separate, smaller contracts. Due to the size, dollar value and the specialized nature of the requirements, the solicitation is likely unsuitable for award to a small business concern.� Currently, there are no small businesses performing the services on the separate requirements to be bundled. Per FAR 7.107-3(c), the expected benefits of this bundling action are listed below: Improved readiness to the warfighters. Greater visibility of customer demand at the maintenance line. Value added logistics products and services (e.g. integrated total supply chain management). Refinement of customer asset visibility. Reduction of inventory investment: bin operations have been streamlined so that the high-and low-level inventory limits are far more accurate. Streamlining of numerous operational processes DLA Land & Maritime has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at Per FAR DLA 7.107-3(d)(1).� A complete Business Case Analysis (BCA) was performed for the successor IPV program.� The BCA calculations for the successor contract resulted in an estimated cost avoidance greater than the amounts stated in FAR 7.107-3(d)(1)
