- General Information This a Small Business Sources Sought Notice (SBSS). The purpose of this notice is to obtain information regarding (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HubZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition.� The NAICS code that best represents this requirement is 541715 with a small business size standard of 1,000 employees is being considered. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This requirement�s objective is to apply scientific expertise to collect, store, and disseminate medical images to facilitate AI research in cancer detection, diagnosis, risk prediction, and clinical decision making. This Notice is for market research and should not be construed as a solicitation or as an obligation on the part of the Federal Government, the National Institutes of Health (NIH), or the National Cancer Institute (NCI). The Government does not intend to award a contract on the basis of this SBSS nor to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. The responses will be held as confidential. The attached draft Statement of Work (SOW) may be revised to capture valuable information provided from the industry when a solicitation is developed. Purpose The responses to this notice may guide the NCI in awarding a future contract at an undetermined time. There is no solicitation available at this time; no basis for claims against NCI shall arise as a result of this Notice, responses thereto or the NCI�s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The attached draft Statement of Work describes the background, purpose and potential tasks of the requirement at this market research stage of the pre-award process. Scope Assumptions 1. Around 20,000 LDCT images will need to be collected, with roughly 10% associated with a subsequent lung cancer diagnosis. 2. An LDCT image is about 0.1 gigabytes of storage. 3. Images will need to be collected from at least 75 different facilities (facilities would generally be large hospital systems or HMOs). Information Requested: NOTE: General �brochures� will not be considered. A capability statement should address all of the following information: I. General Information of Organization Contact information including name, title, organization, telephone number, e-mail address, DUNS Number, and business size status in relation to NAICS code 541715. II. Capabilities To assist NCI in understanding the respondent�s capabilities, responses to the following questions are requested: Describe your organization�s experience specifically in transferring and obtaining medical images and data. Describe your organization�s expertise in working with medical imaging, and the ability to assess medical data associated with imaging. Describe how you obtain clinical and demographic data, including cancer diagnosis status and cancer characteristics, on the patients whose images are being collected. Describe how you assess the quality of the data and the quality control measures you use for the data and for linking the data with the correct images. Describe your organization�s experience in working with cancer data, whether from Electronic Health Records (EHRs), state registries or other sources, including methods of diagnosis, stage and histology. Provide information on the different types of electronic health information (different reports, images, etc.) that your organization has experience in that will also be useful for cancer reporting. Describe your system (indicate if open-source or commercial) and method for secure transfer. Describe security controls or certifications, including compliance to Federal IT standards associated with your system. Does your organization have cloud-based platforms? If so, please clarify the following: Do these have the same capabilities as on-premise solutions? Who hosts the cloud-based platform? Is the platform hosted on a FedRamp-certified system? If so, list the organization who provided certification and at what level. Define what certifications apply. Describe your storage capabilities and protocols for long-term storage, organization and dissemination of medical images and files to the external community. Describe the software to be employed for de-identifying medical images from outside facilities and transferring them to your servers. Describe how you identify and reach out to facilities performing cancer screening, including low-dose CT lung screening. III. Feedback To assist NCI in development of the requirement: Provide questions/suggestions that you believe are of significance about the draft Statement of Work that may help clarify the requirement. Describe innovative approaches and technologies you could provide to support electronic acquisition of images and data for cancer incidence reporting. How to Submit a Response Interested small business offerors who believe they are capable of fulfilling the requirement as described in the draft Statement of Work should submit a capability statement to this SBSS, not to exceed 15 single sided pages including all attachments, charts, etc. (single space, 12-point font minimum) that clearly responds to the above questions.� Brevity and structured format (such as bulleted items in response to the questions above) are encouraged whenever applicable to aid in processing.� All proprietary information should be marked as such. Responses will be held in a confidential manner.� NCI will provide confirmation of response submission, but respondent will not receive individualized feedback.�
