- � � � � � � � � � � � � � � � � � � � � � � � � � � THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY� The National Guard Bureau (NGB), Arlington, VA is conducting market research to determine the interest, capabilities and qualifications of firms available to provide�support services for professional instruction in the principles and management of grants and cooperative agreements.� Contractor shall provide all personnel, equipment, tools, materials, supervision and quality control necessary to provide such training services to NGB personnel at headquarters as well as across the U.S. and its territories. The Government contemplates awarding a competitive, firm fixed price contract for these services.�Please review this announcement, including all attachments, in their entirety. We request that interested offerors complete and return a capabilities statement along with the market research questionnaire. These documents will be used to identify firms who possess both the capability and experience to provide this service for the NGB. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement The requirements are as follows: Can your company explain the difference between a grant and a contract? Can your company explain the difference between a grant and a cooperative agreement? Is your company familiar with Federal Grants/Cooperative Agreement Management with States as the recipient of the awards from cradle to grave? Is your company familiar with the roles and responsibilities of a Federal Grant Officer/Specialist (GO/GS)? Is your company familiar with the roles and responsibility of a Grants Officers Representative (GOR)? Is your company skilled at course content development and instructing courses for grants and cooperative agreements with the participants being from various positions in support of creating and managing grants and cooperative agreements? Is your company familiar with the following Policies or Regulations 2 CFR 200 DoD Regulations 32 CFR Subchapter C NGR 5-1 and or NGB-AQ-A Policy 5-1 NGB-AQ-A Policies on Grants and Cooperative Agreements NGR 5-2 and or NGB-AQ-A Policy 5-2 DoD Instruction 4000.19 Is your company familiar with the roles and responsibility of the United States Property and Fiscal Officers (USPFO)? Is your company familiar with the roles and responsibility of The Adjutants General (TAG) of a state? Do you have experience in providing formal instruction in a remote environment (i.e. Teams, WebEx)? Is your company familiar with the National Guard, how guard units provide support to the states, and how the Federal Government supports the National Guard in each of the 50 States, three Territories, and the District of Columbia? What is the size status and socio-economic status of your business? NOTICE: This is not a solicitation but rather a Request for Information (RFI). NGB solicits responses to this RFI, as defined in FAR 15.201(e), to obtain market information and capabilities for planning purposes. This is neither a request for proposal nor an invitation for bid. There will be no reimbursement for the information provided. All information submitted in response to this announcement is voluntary and no information will be returned. This RFI is not a request for competitive proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Any information obtained will be considered market research and may be used as a general concept, however any specific information will be treated as proprietary information, if so marked. The purpose of this RFI is to conduct market research to determine if responsible sources exist and obtain approximate cost for this project. The Government requests that interested parties respond to this notice. The information provided will be used to determine the best strategy for this procurement. The Government will not provide reimbursement for the information provided. �INDUSTRY RESPONSE: All information submitted shall be Unclassified. Information submitted containing proprietary data should have the cover page and each page containing proprietary data clearly marked as containing proprietary data. Information submitted will be retained at NGB-AQ-C and will not be returned. The Government requests the information be submitted in electronic format via e-mail to Despina.A.Woltman.civ@mail.mil no later than 26 February 2021.
