- A market survey is being conducted to determine if there are adequate Small Business, SBA certified HUBZone, SBA-certified 8(a), Women-Owned, or Service Disabled Veteran-Owned Small Business (SDVOSB) contractors available for a proposed project who meet the specific criteria outlined below. This is a SOURCES SOUGHT NOTICE ONLY. This is not a solicitation Announcement or Request for Quote. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources and to determine the capability of Small Business and/or Large Business companies to provide the supplies/services described below. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. Department of Agriculture (ARS) requests responses from ALL socioeconomic categories in order to gain a more complete understanding of the market for these products and service. The USDA Agricultural Research Service (ARS) will not award a contract on the basis of responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to 8(a), HUBZone, SDVOSB, Women-Owned, or other small business firms, or to proceed with issuing an unrestricted solicitation, inviting full and open competition. The NAICS code for the expected acquisition is 311119, with a Size Standard of 500 employees and the PSC Code is 8710. Any subsequent procurement will be conducted as a commercial item purchased in accordance with FAR Part 12 and as a Simplified Acquisition Procedure in accordance with FAR Part 13. The Department of Agriculture (ARS) has the need for the following products: 001) Lab Animal Feeds IDIQ Scope of Work: The USDA-ARS NADC Animal Resources Unit in Ames, Iowa will be requesting quotes for the purchase of a set of four feeds for lab animals (mice, rates, hamsters, rabbits, Guinee pigs, and irradiated rodents) under an indefinite-delivery, indefinite-quantity contract with a base plus four option years. Background: The objective is to provide animal care and support services for internal users that rely on animals and animal products for research, testing, and training. Fresh, clean, high quality feed is critical to support animal health and well-being. Key Deliverables Specifications: Item 1.� Dry Feed (Soy Protein Free) for Mice, Rat, Hamster Oval Pellet, Approximately 3/ 8"" X 5/8"" X 1"" Bags, Net Weight 30-40# Minimum Crude Protein -18% Minimum Crude Fat - 6.0% Maximum Crude Fiber - 3.5% Must Be Complete Balance Feed Must Be Commercially Available Product Not Contain Alfalfa/Soybean Meal or Animal Protein Item 2.� Dry Feed for Rabbits Pellets, Approximately �"" To 5/16"" Bags, Net Weight 30-40# Minimum Crude Protein - 14.5% Minimum Crude Fat - 2.0% Maximum Crude Fiber - 22% Must Be Complete Balance Feed Must Be Commercially Available Product Item 3.� Dry Feed for Guinea Pig Pellets, Approximately 5/32"" Bags, Net Weight 30-40 # Minimum Crude Protein - 18.0% Minimum Crude Fat - 4.0% Maximum Crude Fiber - 14% Must Be Complete Balance Feed Must Contain Stabilized Vitamin C to Extend Shelf Life to No Less Than 12 Months From Date Of Manufacture Must Be A Commercially Available Product Item 4.� Extruded Rodent Diet - Irradiated Oval Pellet, Approximately 3/8"" X 5/8"" X 1"" Bags, Net Weight 30-40# Minimum Crude Protein - 19% Minimum Crude Fat - 9% Maxim Um Crude Fiber - 5% Must Be Complete Balance Feed Must Be A Commercially Available Product Not Contain Alfalfa/Soybean Meal or Animal Protein All feed shall be free of additives such as hormones, antibiotics, growth stimulants, bactericides, bacteriosta ts, and coccidiostats. Items purchased under this contract will be used to feed animals in the conduction of research. Since diet is an essential control factor necessary in the Center's research, no substitution or deviation from the formulations is permissible without approval from the USDA. Only clean, high quality ingredients are to be used. Combining/blending with like ingredients of low quality or possible contamination is not accept able. This would include but not limited to mold and mycotoxins within feed ingredients. Material used in the construction of the multi-wall bag shall not impart odor or flavor to the feed. The bags shall weigh between 30 and 40 pounds and shall not be tied with nor contain wire, or backing boards or any other nonflammable materials. Both ends of the outside bag shall be machine stitched, with other than metal substances, to assure positive sealing. Other ply parts of the multi -wall bag, sealed or secured, shall not have used for such purpose, any metal substance. For Item 4, in addition to the requirements for it ems 1-3, the bags will be of such material as to preserve effectiveness of irradiation. Each bag shall have a tag, or must be marked on the bag, with the following: must include the name of the feed; nutrient guaranteed analysis, including vitamins and minerals; listing of major ingredients; any precautions; and/ or any other necessary information required by law or regulations for manufacturers. Each bag must be clearly marked with a date of manufacture (milling date) and must be within 45 days of manufacture at time of delivery. If coded, the Contractor shall furnish the NCAH with the code. Only new bags shall be used. Delivery Requirements: The contractor shall make deliveries within five (5) working days after receipt of a telephone or written order from an authorized Government employee. Partial deliveries of a minimum quantity may be requested. Deliveries shall be made to: USDA, ARS, MWA, NADC, 1920 Dayton Avenue, Building 13, Ames, Iowa 50010 at the Building 24 loading dock. Pickups and deliveries shall be made during normal business hours of 7:30 a.m. through 2:30 p.m. (CST) Monday through Friday, excluding Federal holidays and Observance of Federal Holidays (New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day). Deliveries will be made in clean, closed vehicles not used in the transportation of livestock. The Contractor shall assure that the material conforms to the specifications in the contract prior to delivery. Each bag shall have a tag, or must be marked on the bag, with the following: must include the name of the feed; nutrient guaranteed analysis, including vitamins and minerals; listing of major ingredients; any precautions; and/or any other necessary information required by law or regulations for manufacturers. Each bag must be clearly marked with a date of manufacture (milling date) and must be within 45 days of manufacture at time of delivery. If coded, the Contract or shall furnish the NCAH with the code. Only new bags shall be used. Upon delivery, at destination, the Government reserves the right to reject any or all parts of a shipment, if in the opinion of the Government, does not meet the requirements contained herein. Bags that are torn so that contents are exposed on arrival at the NCAH will not be accepted for use. Bags shall be loaded and delivered on returnable or disposable pallets so that items can be unloaded by a Government Forklift Operator at the Government facility. If returnable pallets are used, they shall be provided at no additional cost to the Government and the Contractor shall be responsible for pick-up and return of these pallets after delivery. A delivery ticket must accompany each order (allowing for a signature of person making the delivery and signature of Government personnel receiving the delivery. The vendor shall provide all items F.O.B: destination. Location of the Government site is aboard USDA-ARS Ames, IA and will be identified in the contract. The Government anticipates award of a Firm Fixed Price Indefinite Delivery, Indefinite Quantity contract with a base and four option years. Admission to Property: The following rules and regulations apply to all property at the NCAH, Ames, Iowa, under the custody of the United States Department of Agriculture (USDA) and to all persons entering on such property. The campus is closed to the general public. Admission to the facility is restricted to authorized persons and approved visitors. Upon entry, visitors: Will be required to present Government or other identifying credentials to the Officer at the visitor Gate (photo driver' s license, passport, or other official photo identification). Will be issued a visitor's badge and must wear and display the badge at all times while visiting the facilities. Capability Statement: Companies who have the experience, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company�s ability to demonstrate their expertise and experience in relation to the areas specified in this notice. Companies should also indicate whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, or Women-Owned Small Business. To be eligible, all vendors must be registered in the System for Award Management (SAM) with a current and active registration. A DUNS (Dun and Bradstreet) number is required in order to register in SAM. A vendor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS.�Vendor must include their DUNS# on their capability statements. To be eligible, all vendors must also be registered in SAM under the specific NAICS code listed as part of this sources sought. If a prospective vendor is not registered under the specified NAICS code and would qualify to be registered under it then they must update their SAM registration prior to providing a capabilities statement. Finally, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to agref@usda.gov or aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. Submitting a Capability Statements: Responses should be submitted via email by Monday, February 22, 2021 at 12:00 p.m. (CST). Telephone inquiries will not be accepted.
