Description
NAVFAC Pacific, Construction Contracts Branch, is providing the draft plans and specifications (P&S) for industry review and comment.� The draft P&S is being released as part of the Government�s efforts to improve the understanding of Government requirements and industry capabilities prior to issuance of a Request for Proposal (RFP), thereby allowing potential offerors to judge whether or how they can satisfy the Government�s requirements and enhance the Government�s ability to obtain quality construction, at reasonable prices, and possibly increase efficiency in proposal preparation. The draft P&S is for the construction (design-bid-build) of hardened shelters over and around a new Navy-Commercial Tie-In facility, which is one component in the Navy�s Petroleum Oil Lubricant (POL) infrastructure in Guam.� The project will also demolish the existing tie-in and valve vaults and bury the remaining piping below grade. �The cost is estimated to be between $25M and $100M.� The RFP (if any) and resulting contract (if any) will be subject to the Federal Acquisition Regulations (FAR) and supplemental U.S. Department of Defense and Agency Acquisition Regulations. Contractors must request and receive the Contract Specialist�s approval to access the draft P&S.� Please sign in to your account at the beta.SAM.gov website (https://beta.sam.gov) and using Contract Opportunities request explicit access of the attachments.� An email will be forwarded once the contracting office has approved or declined the request.� Approved contractors may view and/or download the documents.� Any comments received in regard to this requirement may be taken into consideration in the development of a final P&S (if any).� The Government will not provide responses to comments received. Issuance of the draft P&S shall not be construed as a Request for Proposal or as an obligation on the part of the Government.� The Government does not intend to award a contract on the basis of this draft P&S or otherwise pay for review or comments.� Unsolicited proposals will not be accepted.� All information will be held in a confidential manner and will only be used for the purposes intended.� Comments shall be provided with complete information as the Government will not seek clarification of information provided.� This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. The Government is also seeking industry feedback and comments regarding the following questions: NAVFAC Pacific estimates contract completion to be within approximately 720 days from date of award.� Is 720 days a realistic period of performance?� If not, please state reasons why.� In addition, please provide any comments and/or suggestions.� (Open Answer) Since this project involves work on an existing fuel system, phased work is required and referenced in the attached drawings.� There are four (4) phases total.� Phase 1, as indicated in spec section 33 08 53 AVIATION FEUL DISTRIBUTION SYSTEM START-UP para 1.3.2 discusses drain down, tie-in plans.� This section discusses time restrictions for individual POL pipelines, which will need to be taken into consideration when creating a construction schedule.� Is the proposed phasing plan realistic?� If not, please state any foreseen issues with the phasing plan.� In addition, please provide any comments and/or suggestions. (Open Answer) Interested parties are requested to respond to this announcement by providing questions and/or comments via e-mail to Ms. Vanessa Menor, Contract Specialist, at vanessa.menor@navy.mil. �The responses are due no later than 2 March 2021 at 2:00 p.m. Hawaii Standard Time.� Responses shall include the following: organization, name, mailing address, phone number, and e-mail of designated point of contact.� Proprietary information will not be accepted. �The Government intends to use various Navy personnel and possibly an architect-engineering firm to review and evaluate any responses to this announcement. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued.� If a solicitation is released, it will be synopsized on beta.SAM.gov.� It remains the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
