- SPECIAL NOTICE NEGOTIATION A SOLE-SOURCE CONTRACT � SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION PROCEDURES (SAP) FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1)) Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch. Description of supplies or services required to meet agency needs. This specification contains requirements for procuring anodes for the NOAA Ship Gordon Gunter. Procure thirty two (32) resilient mount kit, 8 each per SSDG. �Part No. 5B5000B006, (NSN 5342-00-543-3867). There are NO �OR EQUAL� as this is specific to the 35 year old SSDG mounting scheme. Procure thirty two (32) spacer kits, 8 each per SSDG.� Part No. 5B5000SRK, (NSN 5342-00-531-9171). There are NO �OR EQUAL� as this is specific to the 35 year old SSDG and mounting scheme.�� Identification of the single source or the brand name to be solicited. Oil States Industries, Inc. 131 Commercial Blvd N, Arlington, TX 76001-7124, DUNS: 056303613 Supporting rationale. Only one source or brand name is reasonably available as detailed below: Brand Name � Compatibility to existing systems or equipment - The original items identified by the US Navy/Technical Documents and purchased new in 2011 are assigned an NSN. This NSN is currently made by a single vendor. All other sources will purchase them from this single source. We are also concerned that these items have a limited shelf life which diminishes the actual in service life. Therefore, Oil States Industries, the assigned maker of these parts to the required performance standards. is the only source to ensure new resilient mounts are provided for the maximum in service use and meeting the performance and quality standards assigned to the NSN. The North American Industry Classification Code (NAICS) for this acquisition is 333618 Other Engine Equipment Manufacturing; the small business size standard is 1,500 Employees Deliver the anodes to the following address: NOAA Ship Gordon Gunter Gulf Marine Support Facility 151 Watts Ave Pascagoula, MS 39567 The Government is not aware of any other vendors that are authorized to provide, service, or support this request, without compromising OEM, propriety, warranty, delivery, or additional markups. The Government intends to acquire these parts under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Oil States Industries Inc., under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. However, if any authorized party that can provide this subscription/licensing without compromising manufacturing delivery or mark ups may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO. A statement of capabilities to include the detailed service including manufacture authorization, and OEM agreement, and a price list, this shall be received by 08:00 AM EST on 20 February 2021. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements.
