- Description
- The Federal Emergency Management Agency intends to negotiate on a sole source basis (IAW FAR 13) with All Safe Industries, Inc., 11360 Bluegrass Pkwy, Louisville KY 40299, as the only responsible source that can provide Environics ChemPro100i gas and vapor detectors for the Center for Domestic Preparedness (CDP), Anniston, AL.� Specifically, the contractor shall provide a six (6) ChemPro100i w/CBRN�(100i with 5 year GCO Extended Warranty - Includes Transit Case, Quick Reference Guide, User Manual, Mains Power Supply, Field Monitoring Cap, Li-ion Battery, Alkaline Battery Pack, Filter Sets (incl. 3 filters), Test Tube, Carrying Pouch, External Battery Charger, Earphone, Radiation Detector Module, Reader Module) to CDP. As the only authorized US distributor, All Safe Industries is the sole source capable of meeting CDP�s unique training requirements.� The ChemPro 100i to be the only IMS platform capable of supplanting the Lightweight Chemical Detector (LCD), a proven instrument that has been an integral component in CDP training for nearly 10 years. Implementation of the ChemPro 100i will maintain our chemical detection capability across the technological spectrum. Moreover, the ChemPro 100i replaces one IMS platform with a technologically superior IMS variant.� Additionally, CDP purchased six (6) ChemPro 100i units in 2020. �In 2021, CDP continues to view the ChemPro 100i as the sole, viable alternative to the LCD and asserts the requirement for an additional six (6) instruments to ensure continuity in concurrent program operations. �Supporting rationale toward a sole source procurement of the ChemPro 100i includes the requirement to maintain a robust chemical threat response training capability in the absence of the LCD. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13).� There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1000 employees.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to James Suerdieck at james.suerdieck@fema.dhs.gov.� Statements are due by 4:00 PM Eastern, 03 MAR 2021.� No phone calls accepted.
