Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Gentec Electro Optics, Inc. for the purchase of �four (4) transimpedance amplifiers �for the Physical Measurements Laboratory (PML). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Sensor Science Division of NIST requires four SDX-1226-1transimpediance amplifiers to meet requirements set forth in a contract with the Air Force. The Gentec EO SDX-1226-1 amplifiers specified are the same amplifiers that the Air Force currently uses with their photometers and UV systems. It is key that the amplifiers have the same conversion ratios and time constants to be able to compare different optical power diodes while maintaining as small an uncertainty as possible.� In addition, the Gentec amplifiers will be compatible with existing software. Comparing silicon diodes for optical spectral power responsivity used to measure the spectral range of UV, visible, and NIR visible light requires conversion of photocurrent to electrical voltage. To have the lowest uncertainty the working standard diodes, the monitoring diodes, and the diodes under test need to have the same transimpedance amplifiers with respect to conversion ratio and time constant. The current system uses one amplifier for a working standard and one for a diode under test.� Incorporating three more into the system will allow constant monitoring of the source, an additional working standard, and another diode under test. If the transimpedance amplifiers do not have the same conversion ratio and time constants, the inconsistencies in the measurement system will not cancel out; therefore, increasing the uncertainty above an acceptable level for the Air Force and for the ultraviolet lamp measurements. This would adversely impact NIST's ability to participate at the highest level and potentially jeopardize NIST's standing with regard to Mutual Recognition Agreements and Core Measurement Capabilities in the international metrology community for ultraviolet lamp measurements. Delivery shall be FOB Destination and completed within the Contractors established commercial lead time, from receipt of an order. The North American Industry Classification System (NAICS) code for this acquisition is 334515 and the size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on March 2, 2021. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
