- Description
- The Government intends to issue a Request for Prototype Proposals (RPP) for the Tactical Fuel Distribution System (TFDS) under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. The Government intends to award up to five (5) agreements for the prototype phase but reserves the right to award less than five. The Government is seeking the delivery of up to two prototype TFDS system(s) for Government testing, from each NAMC member that is selected for award. **A Virtual Industry Engagement for this action is anticipated in 24 February 2021 at 11:00 Eastern Standard Time (EST). This notice will be amended to include the actual date when more information becomes available**. The Industry Engagement is intended to provide an overview of the TFDS requirement, provide information on the required survivability requirement (unclassified information) and provide the process to request the Classified Annex. �Membership in the National Advanced Mobility Consortium (NAMC) is required to participate in this Virtual Industry Day. For information on the NAMC and/or how to become a member, visit the following website: https://www.namconsortium.org/** As a note, the TFDS RPP will contain a Classified Annex and will have a DD-254, Contract Security Classification Specification as an attachment. It is the intent of the Government to require any offeror who will serve as the prime contractor for any agreement to have a current Facility Security Clearance (FCL). Any NAMC member may receive the RPP without the classified annex, but only those offerors who possess a current FCL as verified by the Defense Security Service (DSS). An interim FCL is anticipated to be sufficient. The anticipated Follow-on Production value is estimated at $650M. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release an RPP to the NAMC membership.
