- PRE-SOLICTATION NOTICE: This is NOT an Invitation for Bid (IFB) or a request for bids. The Mission and Installation Contracting Command � Fort Lee, Virginia announces the anticipated release of Solicitation Number W91QF521B0006, Fort Lee Tree Removal Services,�being issued as an Invitation for Bid (IFB). All applicable provision and clauses will be included in the actual solicitation. This electronic announcement constitutes the pre-solicitation notice. Interested parties should register on-line and subscribe to receiving procurement announcements related to this solicitation via the website at https://beta.sam.gov. There will be no paper copies of the IFB. All solicitation information may be obtained through https://beta.sam.gov website. Any questions related to this Pre-Solicitation Notice must be submitted electronically via email to, marie.a.mcfadden.civ@mail.mil, or sharon.r.hilliard.civ@mail.mil. Please reference Solicitation W91QF521B0006 in the email subject line on all correspondence. Brief description of work: - This is a non-personal services contract to provide Tree Maintenance and Landscape Services including Tree pruning, cutting, chipping and removing of stumps. The contractor shall provide all personnel, equipment, tools, materials, supervision, other items and non-personal services necessary to perform Tree Maintenance and Landscaping as defined in this Performance Work Statement except as specified in section 7.4 as government furnished property and services at Fort Lee, Virginia. The contractor shall perform to the standards in this contract. Work will be performed in support of the Directorate of Public Works (DPW), Fort Lee, VA. Place of performance: Fort Lee, Virginia (Prince George County) Tentative Dates: IFB: Will be available on or about 1 Feb 2021 Opening Bids: Will be on or about 3 Mar 2021. The issuance of the IFB will be the driver of the bid open dates. Once the IFB is released Bid Due and Bid Open dates will be detailed within the IFB. Completing Contract Performance: The IDIQ Base Year will be for an ordering period of twelve (12) months, with four (4) twelve (12) month option periods. Government reserves the unilateral right to exercise each Option period. The government reserves the right to award an additional six (6) month period at the end of the contract, if needed. Plans: Any plans associated with Tree�Removal Services�will be provided when the IFB is posted. Set Aside: The IFB once issued will be 100% set-aside for small business concerns; all others will be deemed non-responsible. Contract award will be based on Sealed Bid � FAR Part 14. In accordance with FAR Part 14.408-1(a); award will be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and price-related factors included in the invitation. SITE VISIT: The Government does not intend to hold a site visit. Details will be provided once IFB is issued via a site and training area map of the installation due to COVID-19 precautions. The Invitation for Bid will be available by Electronic Transmission only at: https://beta.sam.gov. Potential bidders must be currently registered in System for Award Management to be eligible for award. (See internet site: http://www.betasam.gov). Payment for delivery orders issued against this acquisition will be made through the Wide Area Workflow (WAWF) System. Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration. All responsible sources may submit a bid once solicitation is issued; which will be considered by the Mission and Installation Contracting Command- Fort Lee, Virginia.
