Description
SYNOPSIS: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This PRESOLICITATION announcement is for the repair of Bonneville Dam Powerhouse 2 Elevator, Skamania County, WA. Project Scope: The U.S. Army Corps of Engineers, Portland District, has a requirement to Refurbishing the Elevators at Bonneville Dam, Powerhouse 2. Passenger and freight elevators in the U.S. Corps of Engineers dams and navigation locks are typically older than 50 years and need rehabilitation. There are two original construction (1982) freight electric traction elevators located within the Bonneville Dam Powerhouse 2 security perimeter that need rehabilitation. This project includes a change in use from �Freight� to �Freight Permitted to Carry Passengers�, as well as refurbishment of the following components: ����������� Elevator machine rooms, hoistways, and pits. ����������� Elevator equipment: hoist motor and gearbox, governor, and controller. ����������� Elevator cabs: frame, platform, and all hoisting components and connections. ����������� Elevator fire protection system: detection, annunciation, fire fighter station, and phase recall. ����������� Elevator emergency phones and intercom. ����������� Machine room environmental control. ����������� Hoistway and machine room smoke control. ����������� Electrical feeder, circuit protection, lighting, and receptacles. ����������� Automated roller doors to cover and seal elevator door openings at each landing as a means to manage smoke control. ����������� It is recommended that this project also include correction of the following life safety issues in the stairwells adjacent to each of the freight elevators: ����������� Stairwell signage corrected to identify Level 92 as the primary exit level. ����������� Stairwell exit signs properly illuminated. ����������� Stairwell doors and frames inspected for proper fire rating. Acquisition Strategy: The solicitation will be an Invitation for Bid (IFB). The lowest price and pricing factors only will be used to evaluate proposals. The Government will include options in the IFB which shall be priced. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 238290 � Other Building Equipment Contractors. The Small Business Standard size ($16.5M). The FSC is Y1KA. Bid Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Bid Period: The solicitation is scheduled for release on or about 09 March 2021. The tentative date for receipt of proposals is on or about 08 April 2021. Plans and Specifications: The Plans and Specifications will also be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of bids and prior to receiving an award. Point of Contact: The USACE-NWP Contracting Office will be the sole point of contact for this action. THIS NOTICE IS NOT AN INVITATION FOR BIDS AND ANY BIDS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE.
