- Description
- This is a pre-solicitation notice for the National Institute of Standards and Technology (NIST), Gaithersburg, Maryland campus.� This solicitation will be advertised as a total Small Business Set-Aside under NAICS 236210-Industrial Building Construction. �The small business size standard is $39.5 million. � This pre-solicitation notice is for construction services utilizing a Single Award Task Order Contract (SATOC). The Government further reserves the right to make no award.� The Indefinite Delivery, Indefinite Quantity (IDIQ) contract type allows for the issuance of only Firm Fixed Price type task orders.� The Government intends to issue a solicitation under authority of FAR Parts15 � Contracting by Negotiation and 36 � Construction and Architect-Engineering Contracts. The Government intends to use a price/non-price tradeoff process to award a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contracts to the responsible Offeror whose Proposal represent the best value to the Government. The Government intends to award 1 IDIQ Contract resulting from this solicitation. The Government reserves the right to make an award to other than the lowest-cost/priced Offeror(s) or to the Offeror(s) with the highest technical rating if the Contracting Officer determines that doing so would result in the best value to the Government. The Contracting Officer intends to award without requesting revised Proposals, but reserves the right to request revised Proposals, if necessary. The proposed contract will be issued for a base ordering period of one year with four (4) one-year ordering periods with a $6,000,000.00 maximum value. BACKGROUND: The NIST Center for Neutron Research (NCNR) owns and operates a nuclear test reactor to provide neutron radiation for experiments.� This is housed in Building 235.� The original building was built in the 1960s with various expansions occurring to the building along with added support buildings dedicated to NCNR.� Additions and expansions are 10 to 50 years old and generally steel superstructure with block and brick wall construction.� Building 235 has specialized layout with below grade concrete basement and/or combination window/panelized storefront fa�ade.� Utilities are distributed to NCNR by underground pipe and electrical distribution systems from central plant services owned and operated by NIST. Facility interior and exterior rehabilitation and renovations are continuous as buildings and systems age, or scientific projects require new layouts to accommodate on-going research. SCOPE Requirement is intended to provide construction services performed for NCNR.� This may include building renovations, additions, reconfiguration and repairs within the NCNR complex on the Gaithersburg Campus. Building 235 of the NCNR complex has an operating nuclear test reactor.� Some work may occur within Building 235 while the reactor is in operation. Construction tasks may include new installations, repairs, replacement, modifications, or renovations to NCNR facilities which may include Laboratory and scientific research spaces Industrial spaces containing and/or utilizing compressed gases, cryogenic fluids, or heating and cooling equipment. Administrative and common spaces. HVAC systems and equipment including direct digital controls and underground steam and chilled water piping. Process gas systems (nitrogen, compressed air, helium, etc.) including monitoring and safety controls. Electrical systems and equipment including switchgear, panel boards, and uninterruptible power systems Fire alarm systems Fire suppression systems Generators Communication Systems (Phone, Page Phone) Security System (Card Readers) Wall Penetrations with air and fire seal Modification of campus utility system and supporting underground structures to include steam and chilled water piping and electrical systems in support of NCNR Excavating, trenching, and backfilling Surveying Roads/sidewalks, Earthwork and landscaping, Gates/fences, Permit applications to regulatory authorities Environmental compliance (State or Federal) to include permit application completion that involve engineering calculations Hazardous and radioactive material and abatement Lead paint and asbestos abatement Elevators Fixed equipment such as ladders and stairs Building envelope systems such as roofs, rollup doors, and windows Cooling towers No phone calls will be accepted for this notice, and a bidders list will not be maintained.� Any communications regarding this acquisition must be made in writing and forwarded via email to forest.crumpler@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. The competitive Request for Proposals (RFP), amendments, and all questions and answers related to this procurement shall be made available through the Internet at HTTP://WWW.BETA.SAM.GOV under RFP number 1333ND21RNB190010. NIST anticipates posting the solicitation approximately fifteen (15) days after the date of publication of this notice. �� Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. All interested vendors must be registered in SAM (www.beta.sam.gov ) for contract award and shall have their Representations and Certifications completed. Potential offerors shall be responsible for obtaining this solicitation and related amendments, if any, from www.beta.sam.gov after the solicitation has been posted.� It is, and will continue to be, the responsibility of each potential offeror to monitor www. beta.sam.gov for any amendments or other information related to the solicitation.�
