- This is a Solicitation Notice issued in accordance with Federal Acquisition Regulation (FAR) 5.101.�� The purpose of this notice is to publicize contracting opportunity available to qualified Women Owned Small Businesses capable of performing design-build (i.e, design and construction) services to build out space in the Anchorage Federal Building (AFB) for the United States General Services Administration (GSA) occupancy in February 2022.� Place of performance is Anchorage, Alaska. SYNOPSIS: The United States General Services Administration (GSA) requires construction services to build-out space for the GSA occupancy on the First Floor at the US Federal Building & James M. Fitzgerald Courthouse (more commonly known as the Anchorage Federal Building (AFB)) in Anchorage, Alaska.�� Both the Federal Acquisition Service (FAS) and the Public Buildings Service (PBS) will be utilizing the built-out space and approximately 25 people work at this location.� The Government has already contracted with an architectural/engineering firm who have created Design Intent Documents (DIDs). These drawings will be provided under separate cover and are considered at a 35% level (see below for futher details on how to gain access to these documents).� The design scope will consist of 65%, 95%, and Construction drawing and review period. After approval of Construction drawings, the Contractor will be issued a Notice to Proceed (NTP) for construction. The construction scope will include (but is not limited to) HVAC, plumbing, electrical, fire/life/safety, telecom, information technology, ceiling components, sound attenuation, sound masking, lighting and structural improvements. It includes demolition and construction of new walls, doors, lights, switches, outlets, casework, offices, a network room, and sound attenuation.� Construction scope will also include several �design� elements including but not limited to pierced felt ceilings/ walls, acoustic ceiling baffles, suspended resin panels, live edge front desk and counters, and polished concrete floors.� The Government intends to utilize the same A/E firm that developed the DIDs to assist GSA with its submittal reviews, requests for information processing, quality assurance inspections, etc (i.e, they cannot be considered for award of this contract).� Further details concerning the project requirements can be found in the attached .zip file.��For access the DIDs and other SOW attachments, please follow the instructions in the .pdf file within the .zip file entitled ""0.1 Exhibit 1_GSAAffiliatedCustomerAccounts_May2014.pdf"" and send the GACA email address you have created for your company to the Contracting Officer (email: colleen.butler@gsa.gov) so that�sharing of those documents with your team can be arranged through Google Drive. The AFB is presently occupied but this project will still be accomplished primarily during normal AFB weekday working hours of 7:00 AM to 6:00 PM (AK Time), provided no disruption to the building tenants, (excessive noises, fumes/odors, dust contamination operations etc.) occurs. All disruptive work shall be scheduled outside of weekday working hours. Contractor shall schedule this type of work outside of weekday work hours in writing at least seven (7) days in advance with the Government project team. The use of pneumatic drills or hammers will not be permitted during normal working hours. The AFB is located within the Anchorage Central Business District. The architectural style of the AFB is considered to be �Great Society-International� and is constructed of a structural steel frame with an exterior skin comprised of concrete panels and glass, separated into six modules. There are poured concrete retaining walls along the sidewalks, concrete planters in the plaza areas which act as vehicle barriers, and the outside plaza sidewalks have heat coils under the paving stones to keep the sidewalk free of snow and ice. The building consists of six floors above grade and one below. The top floor is for mechanical and building support equipment, and the basement floor is a parking garage. The applicable North American Industry Classification System (NAICS) Code for this project is 236220 Commercial and Institutional Building Construction; the small business size standard for this NAICS Code is $39.5 million U.S. dollars. This acquisition is 100% set-aside for Women-Owned Small Business concerns (WOSBs). Contractors shall be actively registered in the System for Award Management (SAM) as a WOSB for this solicitation's NAICS code at time of receipt of proposal.� Contractors are required to have a unique entity identifier number and an active registration in SAM (www.sam.gov) in order to conduct business with the Federal Government. In accordance with FAR Subpart 36.204, the magnitude of this requirement in terms of physical characteristics and estimated price range is between $1,000,000.00 and $2,000,000.00. Time for proposed contract completion is approximately 265 calendar days after Notice of Award. Basis of award is expected to be a best value / tradeoff selection process considering both price and non-price factors.� Solicitation documents are available for download at this website: https:// beta.sam.gov under Contract Opportunities (i.e, the attached zip file).� Any amendments issued to the solicitation will be posted solely on this website.� Questions concerning the solicitation package requirements (both concerning proposal preparation instructions and overall project requirements are due by COB on Monday, March 1, 2021.
