Description
This is a synopsis for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a pre-solicitation notice with a draft statement of work. A written solicitation is expected to be issued on or around 19 February 2021. Solicitation Number W912EE21Q0021 will be issued as a request for quote (RFQ) with the intent to issue one Firm-Fixed Price Contract. This solicitation is being issued under a 100% Small Business Set Aside.� The NAICS code for this procurement is 238210 � Electrical Contractors and Other Wiring Installation Contractors with a size standard of $16,500,000.00.� This procurement is being conducted in accordance with regulations at FAR Part 12 � Acquisition of Commercial Items and FAR Part 13 � Simplified Acquisition Procedures. The U.S. Army Corps of Engineers, Vicksburg District, has a requirement for the supply and installation of a complete new General Electric GF2100e crane drive system or equivalent for each of the three drives on Gantry Cranes #1, #2, #3, and #4 onboard Matboat 4801. The drive shall be replaced for each of the hoist, trolley, and gantry on all four cranes for a total of 12 drives. Each crane currently uses three independent General Electric GF2000 drive/motor systems. SITE VISIT: A site visit will be scheduled within 7 days of the release of the Solicitation and the date and time will be provided in the Solicitation. Offerors are encouraged to inspect the site where the crane drives are to be supplied and installed to satisfy themselves regarding all general conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. The exact location of the site visit is currently unknown but is expected to be near Natchez, MS. Registration is required to participate in the site visit, and instructions for registration are forthcoming in the Solicitation. Interested parties will be requested to submit by the deadline their company name and the names of up to two individuals who will attend the site visit to the Government point of contact released in the solicitation. A maximum of two people per company will be authorized to participate in�the site visit. After site visit registration, the coordinates of the exact access point will be provided to registered site visit participants. NOTE: All site visit participants must wear a mask for the duration of the visit that covers the nose and mouth and that comports with all current guidance from the CDC. This is in accordance with Executive Order 13991, ""Protecting the Federal Workforce and Requiring Mask-Wearing,"" January 20, 2021. NOTE: To participate in the site visit and enter the Mat Sinking Unit, a COVID-19 test will be required. Current Mat Sinking Unit policy requires all individuals who enter the unit to receive a negative COVID-19 test. Participants do not need to take a COVID-19 test prior to arriving at the site visit. The test will be administered by a medical professional to all attendees on site prior to entering the unit. Should a test result come back positive, the test result recipient will not be allowed to enter the Mat Sinking Unit. Offerors shall not solicit advice or assistance from any Government employee pertaining to quote preparation, scope, or content during the site visit. Also, any advice or assistance provided by a Government employee pertaining to quote preparation, scope or content shall not, in any way, be binding upon the Government. Oral questions pertaining to the scope of work or other contractual matters will not be entertained during site visits.
