- Request for Information (RFI) Thermal signature for targeting representation THIS IS A REQUEST FOR INFORMATION (RFI) ONLY for thermal emitting technologies which are capable of meeting the basic requirements described below. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a market research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. Any information and/or samples submitted may not be returned, and no payment will be made by the Government. DESCRIPTION: The U.S. Army Combat Capabilities Development Command Soldier Center (DEVCOM SC) is conducting a market survey to identify sources of supply for thermal emitter technologies. The Army seeks to investigate technologies that could lead to the development of an innovative rapidly deployable self-sustaining/highly efficient thermal signature emitter. The development of this technology, in combination with other signature emitting technologies, would help provide a multi-domain representation of commercial and military assets for target identification training purposes. Information is requested to evaluate the state of the technology readiness and state of the market. In addition to the below desired features, the thermal emitter systems must have demonstrated the principles of user safety, ease of use and energy efficiency. The Technology Readiness level (TRL) for the thermal emitter technology must be 5 or higher. Thermal emitters that are currently under evaluation in commercial settings, other government agencies, or related applications are highly desired. Submissions should not exceed five (5) pages and include: a brief technical description of the technology; a description of power requirements, power source, type of battery (if battery operated), number and weight of the system; a description of the type of environment it is designed to be operated at; a synopsis of any technical evaluations and experiments with data that support claims; preliminary user feedback; and a point of contact. Cost of end products or estimated cost figures for specified number of units can be included. Links to online multimedia materials can be included. No foreign products will be considered resulting from this RFI. Technical Capabilities Sought The device/solution shall present a modular design capable of being configured to different shapes and forms to accommodate the geometry of different assets. The device/solution shall exhibit zone controlling features that could be programmable to different shapes, forms and signature profiles. The device/solution shall be an aggregated/assembled panel composed of multiple modular components that shall not exceed 6� on any geometric dimension. The device/solution panel shall provide a thermal signature capable of mimicking a surface area of at least 36� W X 24� L. The weight of the fully assembled panel device/solution shall not exceed 50lbs. The weight for any other components (i.e. power sources, cables, etc.) shall be itemized and specified in the proposal. The device/solution shall have the capability of being remotely controlled/activated. If full control is not achieved, signature profile selection on site shall be accepted. Remote control/activation at a distance of at least 100 meters. Timed activation/deactivation capability will also be considered for use. The device should aim to mimic thermal signatures of up to 250�F while operating between the mid to high Infra-Red scale range. The device shall aim to have an operation time between 6 to 8 continuous hours at a minimum. Unpowered, battery powered and wired power solutions will be considered for use in appropriate applications. The device shall be operable at temperature ranges of -20�F to 120�F. Rapid setup/deployment shall be achieved (less than 15 minutes). Modularity shall exhibit easy assembly connections using no specialty connections, or no tools required. Easily controllable graphical user interface (GUI) (if solution is programmable) is desired. Solutions shall be reusable/re-deployable and maintain its integrity for at least ~25 strikes. Solutions shall explore stationary and mobile options for operability. Solution shall exhibit 2-man deployment ease of transportability and 2-man deployment. REQUESTED INFORMATION: Vendors who believe they have technology capable of meeting the above requirements are requested to submit a short (no more than 5 pages total) summary in PDF format, including company name, address, Web page URL, point of contact with phone number and e-mail address, DUNS number, Cage Code and a statement regarding any small business designation (if applicable). Respondents should include a short description their company�s background, experience, and any other information that demonstrates value, performance, and capabilities.
