- SOURCES SOUGHT SYNOPSIS (SSS): � Solicitation Number:���������������������� ������������ Notice Type: � FA8251-21-R-ANAPG������������������������� �������� Sources Sought Synopsis/Market Research Synopsis: � 1.� Notice:� This is not a solicitation but rather a Sources Sought, Request for Information (RFI). The responses received may determine potential sources. This notice is for information and planning purposes only and in no way binds the Government. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort is competitive and/or a total Small Business Set-Aside.� The expected North American Industry Classification Systems (NAICS) Code is 541330, Engineering Services (Exception 1, Military and Aerospace Equipment and Military Weapons) which has a corresponding size standard of $41.5M.� The Government may use submitted information to determine an acquisition strategy for this procurement and for market research.� The Government intent is to identify small businesses to include but not limited to 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns.� The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code.� Additionally, please provide any anticipated teaming arrangements, along with a brief description of similar services offered to the Government and commercial customers for the past three years.� Any responses involving teaming agreements should provide a percentage delineation of the work that will be accomplished by the prime and the work accomplished by the teaming partners.� � 2.� Program Details: This program is established to provide post-production sustainment requirements, engineering and technical support for all F-16 RADAR AN/APG-66/68 configurations. The program will consist of a reoccurring fixed level of �Core� contractor support on a yearly basis, with irregular engineering tasks out of scope of �Core�, but still related to the APG-66/68 RADAR system awarded on �Non-Core� task orders as needed.� Core tasks will include the ability to retain the existing capabilities, technologies and industrial base of the F-16 AN/APG- 66/68 RADAR system through technical engineering support, logistics support and diminishing manufacturing sources and material shortages (DMSMS) support, industrial base oversight and retaining Government Furnished Equipment (GFE), Government Furnished Material (GFM), which are considered Government Furnished Property GFP) on site for future Core and Non-Core task orders. Technical engineering support will include, but is not limited to, configuration data support, engineering data support, technical order support, repair history analysis, and limited data or engineering analysis as needed by the customer, initiated through Technical Assistance Requests (TAR). Logistical support will include, but is not limited to, Program Management and Administration of core and non-core tasks, Contracts Management administering official and formal correspondence for maintenance of the contract and interpretation of contractual requirements, Financial Management providing oversite of all financial aspects throughout the performance of the contract, Configuration Management monitoring all Revision Notices (RN�s), Engineering Change Proposals (ECP�s) and Specification Change Notices (SCN�s) throughout the life cycle of the RADAR system, Data Management providing a data manager that maintains AN/APG-66/68 data repository handling internal personnel data management issues and generates data deliverables as required by Contract Data Requirements List (CDRL) and Engineering Data support maintaining, revising and updating engineering data in support of the sustainment program, providing and delivering engineering data not previously supplied. Continuous support is provided for management of DMSMS issues and their impact on the reliability and maintainability of the F-16 Radar. A local DMSMS facilitator will be provided on site to aid in day to day DMSMS activities related to maintenance sustainment support. The DMSMS Facilitator processes information and coordinates DMSMS issues. The Facilitator is a liaison for all F-16 Radar Falcon 2020 participants regarding their DMSMS activities and receives his/her directives from the USAF F-16 Radar Falcon 2020 PM. Contractor is to retain all GFP related to F-16 RADAR for future use with core and non-core task orders. The GFP shall be placed in a secured, weather controlled environment suitable for the long term storage of highly sophisticated test equipment. Oversight and assessment of manufacturing and repair capability as required for long-term support of the F-16 radar is also provided.� To accomplish this, a periodic assessment is made of the capability of equipment and processes for manufacturing.� This assessment includes subcontractors, universal capital tooling, contract tooling, numerically Controlled programming, requirements to update and modify GFP, calibration of test equipment, and special facilities requirements. Non-Core tasks are services/support that is not within the scope of the Core. They require additional funding and are processed by an individual Delivery Order (DO).� The scope of Non-Core tasks is very broad but they must relate to F-16 Radar issues. They can cover almost any engineering or technical services/support needed for sustaining the radar. The following is a list of examples for non-core tasks, but is not all encompassing- Development and fabrication of modification kits, Limited repair of hardware, Software� development / maintenance, Investigation/analysis of failures, T.O. updates, STS updates, Design Try Outs, Training Support, On-site support, Redesigns, Requirements Analysis, Design Support Testing and Field Reliability and Supportability. � 3.� Submission Instructions:� Both large and small businesses are encouraged to participate in this Market Research.� If, after reviewing these documents, you desire to participate in the market research and your organization has the potential capacity to perform these contract requirements, please provide the following information below in the contractor capability survey as well as tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
