- SUBCONTRACTOR to offer subject matter expertise in employer health and benefits solutions: Actively assist in analyzing and mitigating risk with a holistic approach to overall company strategy, budgets and benefit plan designs; assist with key decisions for viable benefit options for the organization and our workforce; available to support decision-making as issues arise throughout the year; provide guidance and assistance in regulatory compliance for relevant federal and state laws. provide routine plan performance metrics. Evaluate and provide plan design review and/or recommendations for current health & welfare plans for active employees, retired employees (including grandfathered), COBRA participants, Displaced Workers, and BPOI retirees. Negotiate annual welfare benefit vendor rate renewals for insured plans. Provide premium structure review and/or recommendations. Assist with vendor implementation requirements and communications strategies. Provide annual self-funded reserve review. Conduct Section 125 nondiscrimination testing for the welfare benefit plans. Update Benefits Enrollment Guide. Develop and execute communication strategy (to include communication distribution to employees). Provide employee benefit consultations during annual enrollment. Update Health Plan Summary Plan Description and Wrap Around Document. Prepare Health & Welfare Plan and Severance Pay Plan Form 5500�s and Summary Annual Reports and submit for review/signature. Respond to ad-hoc requests for data, technical assistance, regulatory guidance, special studies, etc. as they relate to welfare benefit plan design or administration. Assist with data collection for annual DOE data calls. Provide services related to the Medicare Retiree Drug Subsidy program including annual actuarial attestation, and evaluation of options. Assist with claim resolution and problems. Conduct welfare benefit vendor audits.
