- Description
- This single award indefinite-delivery/indefinite-quantity (SAIDIQ) University Affiliated Research Center (UARC) cost-plus-fixed-fee (CPFF) contract was awarded to Georgia Tech Applied Research Corporation (GTARC) under the authority of 10 U.S.C. 2304(c)(3)(B), as implemented by Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(ii), industrial mobilization; engineering, developmental, or research capability; or expert services (to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other non-profit institution or a federally funded research and development center). GTARC is designated as a UARC by the Department of Defense (DoD) permitting award of a non-competitive sole-source contract under the authority of 10 U.S.C. 2304(c)(3)(B). In recognition of the value of a long-term strategic relationship and the obligation to maintain essential capabilities, as determined by DoD. This acquisition effort is in support of the U.S. Army Space and Missile Defense Command (USASMDC) defense research, engineering, science, technology development, and space operations mission requirements, to include mission related research and development, and acquisition in support of Army Title 10 responsibilities, which falls within GTARCs seventeen core competencies necessary to maintain a critical space domain sensor research, development and test capability in support of the Armys space control mission area. Additionally, the acquisition performance work statement requirements do not involve inherently governmental functions and are compatible with the requirement to maintain a strategic relationship between GTARC and DoD under the UARC agreement. USASMDCs mission is to develop and provide current and future global space, missile defense, and high-altitude capabilities to the Army, joint force, and other Government agencies supporting our allies and partners, and to enable multi-domain combat effects; enhance deterrence, assurance, and detection of strategic attacks; and protect the nation. To meet its mission, USASMDC requires engineering and scientific expertise to identify and mature appropriate technologies and develop operational prototypes. USASMDC also requires creation of technology, development of architectural concepts for rapid transition of maturing technologies to the field, analysis of current and planned systems and components, and systems testing and fielding support. In addition, USASMDCs mission has expanded to include the development and operation of small satellites, miniaturized sensors and the ground and mission data processing required to support those systems. In support of its mission, USASMDC has identified an alignment between the GTARC seventeen core competencies and its requirements.
