N00164-21-S-NB39 � REQUEST FOR INFORMATION/SOURCES SOUGHT NOTICE � PROCUREMENT OF HIGH RESOLUTION INTERNAL VAPOR ANALYZER � FSC 6640 � NAICS 334516 Issue Date 17 February 2021 - Closing Date 4 March 2021 - 12:00 PM EST INTRODUCTION: This is a Request for Information (RFI)/Sources Sought (SS) for market research and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. THIS IS NOT A SOLICITATION. The Naval Surface Warfare Center, Crane Division, Crane, IN is seeking information from potential sources that can provide a High Resolution Internal Vapor Analyzer (HR-IVA). This is an RFI/SS announcement to determine the availability and technical capability of businesses to provide the required services.� Additionally, this RFI/SS notice is being published with the intent to conduct market research and promote competition.� If a solicitation is released, it will be synopsized on the System for Award Management website (SAM.gov).� It is the responsibility of the potential sources to monitor these sites for additional information pertaining to this requirement. BACKGROUND: The Government is issuing this RFI/SS Notice as part of market research for a High Resolution Internal Vapor Analyzer (HR-IVA). The Government intends to award a sole source contract to Oneida Research Services, Inc, 8282 Hasley Road Whitesboro, New York 13492. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is Oneida Research Services, Inc. is the only responsible source capable of satisfying the agency's requirements and no other type of supplies will satisfy agency requirements. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described below. The Government�s requirements for the HR-IVA shall include ALL of the following instrument specifications: Internal gas analyzer capable performing MIL-STD-883 TM 1018 and MIL-STD-750 TM 1018 on hermetically sealed microelectronic packages with volumes ranging between 0.001cc and 20.0cc with demonstrated DLA certification required. System must detect gaseous components using mass spectrometry with sensitivity for moisture must be better than 250 ppmv and greater than 50 ppmv for other gases Mass spectrometer to detect ranges at least 1-500 AMU Resolving power of mass spectrometer must be at least 1000 m/dm Ultra-high vacuum system capable of cycling between atmospheric (nitrogen flush) and 10^-9 torr within 10 minute window Hermetic package sample piercing mechanism Pressure monitoring system between 800 torr and 10^-10 torr All power supplies, valves, and manifolds to make the system operational to be included. Dew point hygrometer calibration system with pressure sensor with + 0.1% f.s. accuracy Tubing for gas delivery to system Calibrators for volume calibration between 0.001cc to 20cc Software for calibration, mass spectrometer, data generation, and data management Computer hardware 64-Bit Windows 10 Operating System, monitor, mouse, keyboard, color printer, CD/DVD drive Full protection maintenance plan Replaceable magnetic turbomolecular� pumps Fixtures for microelectronic testing (at least 10) Replaceable filaments, pressure gauges, puncture pins, valve rebuild kits Extra dew point hygrometer / pressure sensor for calibration rotation ELIGIBILITY: The applicable NAICS code for this requirement is 334516 and the Product Service Code is 6640. REQUIRED CAPABILITIES: The two attached MIL-STDs provide additional information about the required procurement.� It is requested that, in response to this RFI/SS, a vendor identify whether it has the capability to perform all of the requirement or only specific portions of the requirement.� ATTACHMENTS: MIL-STD-883-TM1018 (Distribution Statement A) MIL-STD-750-TM1018 QUESTIONS: Contractors may submit questions via email to Jordyn Meyer, Contract Specialist, at Jordyn.Meyer@navy.mil to include N00164-21-S-NB39 in the subject line no later than three business days prior to the closing of this RFI/SS. SUBMISSION REQUIREMENTS: Interested businesses should submit a capabilities statement package consisting of the following: Word 2010 compatible format Limit of Five (5) pages, excluding cover sheet page No smaller than 10 point font 8.5� x 11� pages Contractor Capability Statement demonstrating ability to manufacture the supplies listed in this RFI/SS.
