- Description
- The Department of State Office of Acquisitions Management, on behalf of the Bureau of the Comptroller for Global Financial Services�issues this special notice of its intent to negotiate a sole source purchase order with Phire Inc�for Phire Software Support and Maintenance. CGFS has identified PHIRE as the only company capable of providing all required media as required in the specifications.�Specific characteristics of the Phire Architect Software limits the availability to a solesource because it is tightly integrated into the software development workflow and is specific to the PeopleSoft product that is at the core of the Enterprise project. Only this suggested source can furnish the requirements, to the exclusion of other sources, because the use of this sole source description is essential to the Government's requirements, for Department of State infrastructure requirements, and continuity of current operations, thereby precluding consideration of the products of another brand name or source. The Department of State would have to restructure the entire software development workflow. Should potential offerors believe they have the required product CGFS requires, respond to this Notice by submitting written capabilities/specifications of the products to the Acquisitions contact at the email address provided. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with Phire. The resulting purchase order is to be processed using Simplified Acquisition Procedures (FAR 13) in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.�
