- Fermi Research Alliance, LLC (FRA) expects to select one Subcontractor to perform Architect/Engineering (A/E) professional services tasks as required by the Utilities Infrastructure Project (UIP), at Fermi National Accelerator Laboratory (Fermilab), in Batavia, Illinois, under an Indefinite Delivery/Indefinite Quantity (IDIQ) Subcontract.� The U.S. Department of Energy�s (DOE) Office of Science (SC) advances new experiments, international partnerships, and research programs to transform the understanding of nature and to advance U.S. energy, economic, and national security interests. This mission requires the modernization of aging, obsolete, and deteriorated utilities infrastructure at Fermi National Accelerator Laboratory (the site) (Fermilab). SC has identified a need to recapitalize Fermilab�s Central Utility Building (CUB) and distributed site utility infrastructure to ensure the stewardship of SC�s investments and to provide modern, world-class facilities for scientific experiments and research. The A/E Subcontractor shall furnish the personnel, facilities, equipment, materials, and supplies necessary to perform Preliminary Design, Detailed Design, Final Design, and Construction Phase A/E professional services required for the UIP at Fermilab. The selected firm will provide A/E professional services in support of the UIP at Fermilab in Batavia, Illinois, for FRA. The selected Subcontractor�s services will include all normal and customary professional services required of a qualified, professionally licensed A/E firm and its sub-tier Subcontractors to design and subsequently support the procurement and construction of the UIP. The selected Subcontractor, and its sub-tier Subcontractors, will complete the various tasks in accordance with FRA�s requirements as well as applicable portions of the DOE and the State of Illinois codes, orders, and regulations as incorporated into contract No. DE-AC02-07CH11359 between DOE and FRA. This project will be phased over time. This will be an IDIQ subcontract, and individual task orders will be released for individual portions of the scope as FRA priorities dictate. The Subcontractor will deliver the required documentation for each task order as requested. For example, a task order could be awarded to complete the design for a single specific utility through Final Design. The Subcontractor would be expected to complete the final design package with suitable drawings and specifications for construction of that individual utility in the detail and timeline requested in that task order. Individual task orders will be negotiated with the Subcontractor for individual packages of the overall scope as funding becomes available and priorities dictate.
