- Amendment 003 USAID/Uganda intends to amend the subject closed request for quotation�to respond to the Foreign Assistance� Waiver requirements for National Defence Authorization Act (NDAA) Section 889. See Solicitation Amendment No 3 for details. Amendment 002 The purpose of this amendment number two is to post responses to questions received as well post a revised RFQ. Amendment 001 The purpose of this amendment number one is to extend the deadline for submission of questions to Friday July 17, 2020 at 12.00 noon (Uganda time); and to post the pre-bidders power point presentation. All Other RFQ Terms and Conditions remain the same. See Attachments Section for details Original Description Dear Prospective Offerors: The United States Government represented by the U.S. Agency for International Development (USAID) Mission to Uganda, is seeking proposals from prospective Offerors, to provide Financial Support Services to Improve Program Accountability and Oversight Services as described in Section B.10 of the attached RFQ. USAID is contemplating awarding up to five (5) Blanket Purchase Agreements (BPA) to responsible Offerors whose quotes represent the best value to the U.S. Government. This Activity will be procured through an acquisition mechanism and competition will be limited to Local Entities. This mechanism is considered to be best suited to the circumstances of the contract action and consistent with the need to fulfill the Government�s requirements efficiently. Pursuant to ADS 302.3.4.5.f, this solicitation is open to all local entities that meet the definition of local entity in Section 7077 of Public Law 112-74 (b) and (c). For the purposes of this section, local entity means an individual, a corporation, a nonprofit organization, or another body of persons that-- (1) is legally organized under the laws of Uganda;�(2) has as its principal place of business or operations in Uganda;�(3) is majority owned by individuals who are citizens or lawful permanent residents of Uganda; and�(4) managed by a governing body the majority of who are citizens or lawful permanent residents of Uganda. For purposes of this section, �majority owned� and �managed by� include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the organization's managers or a majority of the organization's governing body by any means.� All interested Offerors must meet the definition above in order to be considered. A virtual pre-bidder�s conference is scheduled per the date and time on the cover page of the RFQ. All interested bidders should register through KampalaUSAIDSolicita@usaid.gov by July 10, 2020.
