- Amendment to Solicitation- SP451021Q1004 - Disposition Services Snow Plows This is an amendment to the Solicitation referenced above. The deadline to bid on this contract has been extended until�Tuesday 2/23/21 3 pm standard Eastern time due to revisions of spefications. Specifications and new bidding dates�will be published no later than 2/23/21 ���������������������������������������������������������������� ///End of Amendment/// This is an RFQ for commercial items prepared in accordance with FAR Part fications12, as supplemented with additional information included in this notice. This is for a single award. This procurement is a Small Business Hubzone Set-Aside set aside in accordance with FAR 19 with a North American Industry Classification System (NAICS) code of 333120, applicable size is 1,250 employees. The following clauses will be included into the award: FAR 52.212-4, Contract Terms and Conditions Commercial Item; Far 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders Commercial items. Offerer must submit Representations and Certifications (FAR 52.212-3). If an offeror has completed the annual representations and certificates electronically the offeror shall complete only paragraph (b) of this provision. Click on first fill in clause at web address and fill out form. Copies of the FAR/DFAR clauses can be found on the internet at https://www.acquisition.gov/. Quotes are to be received no later than 2/17/21 at 2:00 p.m. Eastern Standard Time via email only to the designated Contract Specialists. The snowplow shall meet the following characteristics: General: A 10� hydraulic angle snowplow to move snow in and around specified operational areas. �Minimum Requirements: Maximum 10� closed width Maximum 16� open width 42� Mouldboard Height Bolt-On Reversible Steel Cutting Edges Endplates with 180 degree rotation Spring Trip Cutting Edge Skid Shoes Snowblade Markers Lateral Float Not Less Than 35 Degrees of Blade Angle Quick Coupler mount to John Deere 624G Vendor shall ensure complete installation prior to payment Ensure hydraulic couplings connect without any leaks All functions of the snowplow work as specified Vendor shall provide operation training to include but not limited to: How to connect and disconnect the attachment to the machine Attachment operation Operational safety concerns Manufacturer�s recommended service requirements Manufacturer�s Standard Warranty � ADDITIONAL INFORMATION: This is a brand name or equivalent requirement for the snow plow. Required characteristics are listed in the description above. These characteristics form the basis if an offered product meets the �or equivalent� requirement. If a product is offered on an �equivalent basis� then the offeror must provide technical information in sufficient detail to show that it meets the characteristics required by the Government. Only new equipment is acceptable to the Government. If an offeror submits equipment that is refurbished, used or re-certified they will be deemed technically unacceptable. Responding firms are required to complete and return bid schedule pricing. Offerors shall provide the applicable CAGE code and DUNS number with their bid submission. The information located in FAR 52.212-3 (Offerers Representations and Certifications) must be current on SAM.gov at the time of quote submission. Any solicitation questions shall be submitted no later than 2/12/20 at 2:00 PM Eastern Time. In the event questions are received. a solicitation amendment will be posted to distribute the answers prior to the closing date of the solicitation. The Government is not responsible for answering questions received after this deadline. EVALUATION/AWARD Quotations will be evaluated on a Lowest-Priced, Technically Acceptable basis inaccordinance with Hubzone business set-aside requirements as governed by the applicable statutes. Award will be made to qualifying vendor that offers the lowest total cost and is technically acceptable to the Government. A. The provision at FAR 52.212-1 (Instructions to Offerers -- Commercial) applies to this procurement. B. The provision at FAR 52. 212-2 (Evaluation -- Commercial Items) applies to this procurement The Government will award a contract resulting from this solicitation to the offeror that has the lowest price and is technically acceptable.
