- This is a NOTICE OF INTENT for the Government to award a Sole Source contract for�Bloomberg Anywhere subscription data and financial content, on behalf of the Bureau of Intelligence and Research (INR), Office of Economic Issues (EC).�This contract will be under NAICS code 519130 to�Bloomberg Finance L.P.�731 Lexington AveNew York,�NY.� The period of performance will be for one year (12 months).� This is a sole source requirement in accordance with authority citation, 41 UCS 253(c)(1), and the Federal Acquisition Regulation Part 6.302-1 Only one responsible source no other supplies or services will satisfy agency requirements.��For this requirement,�Bloomberg Finance L.P.��is considered the only responsible source and no other supplies or service will satisfy the agency requirement.�� INR/EC provides the Bureau of Intelligence and Research�s contributions to Intelligence Community and Departmental reporting on Economic issues. In order to increase the depth and near-real time relevance of INR reporting, and improve INR�s timely level of service to its disparate stakeholders, INR/EC requires the financial data services and commercial analysis available through Bloomberg Anywhere. The Bloomberg Anywhere subscription content will be utilized by INR to increase the dynamic provision of economic analysis across a broad range of topics.� Bloomberg Anywhere will provide INR/EC with quick access to international economic data including commodity price movements, government debt levels, inflation projections, and many other important trends that shape the global economy. It will enable individual users to login from their OPENnet browsers and access a host of financial data services, including access to many proprietary industry publications.� This hereby constitutes a synopsis of the options included in this requirement. Should potential offerors believe they have a solution that meets the needs as described in this�Combined Synopsis/Solicitation,�respond to this notice by submitting a brief summary of capabilities that would give the government enough information to effectively evaluate the response.��This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this notice will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government.��If no affirmative responses are recieved by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with�Bloomberg Finance L.P.�Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of INR/EC.�� The Government will not be responsible for any costs incurred by responding to this notice.
