- DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 6 (NCO 6) Sources Sought 36C24621Q0268 In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the Government reserves the right to revise specifications, and refine contract requirements, before the release of any associated solicitation. This is not a Request for Proposals (RFP). Other information provided in this notice is subject to change prior to release of a solicitation. OVERVIEW The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for Architect-Engineer services to complete the below scope of work. The place of performance will be the hospital campus of the Hampton VA Medical Center in Hampton, Virginia - located at 100 Emancipation Dr., Hampton, Virginia 23667. Forward all questions to the point of contact identified below. This is not a pre-solicitation notice. The magnitude of construction for this project is currently unknown but is subject to revision prior to release of a solicitation. SERVICES Provide professional Architect/Engineer services to include: Site investigation Condition Assessment and repair process selection Third party construction estimates SCOPE OF WORK The A/E shall provide design services for Non-Recurring Maintenance (NRM) construction project 590-21-120 Correct FCA Deficiencies HVAC. The project shall provide emergency power to all mechanical equipment, including controls, to the following areas: Central Plant (Bldg. 110D), Radiology (Bldg. 110A 2nd floor), ICU, and 3E & 4E (Bldg. 110) as budget allows. Design shall comply with VA guidelines and specifications. Design manuals and specifications can be found at http://www.cfm.va.gov/TIL/. Proposed work is located at Hampton VA Medical Center, Hampton, Virginia, 23667. The pertinent Veterans Affairs drawing files will be made available and accessible along with reproduction materials, but the A/E shall provide the manpower to reproduce prints. AutoCAD drawings are also available for use contingent they are existing. This information is the best available, but the Government does not guarantee its accuracy or completeness. The A/E investigation of field conditions shall be performed in a competent, professional manner in accordance with Architectural Design Manual PG 18-10. Site utility locations will be verified by the A/E (VA staff will not mark utilities but will assist with locating if workload permits). The A/E shall provide a cost estimate of future repairs. Cost estimates detailing quantities of materials, labor, profit, overhead, insurance, taxes, etc. in the format found at http://www.cfm.va.gov/contract/aedessubreq.asp Specific site requirements: Contractor and all subcontractors shall obtain a flash badge from the Police Service, provide proof of OSHA 10 training completion, provide TB test results and shall abstain from smoking within the perimeters of the facility. All individuals that enter any VA facility are required to wear a face mask and will be pre-screened for COVID19; to include Veterans, employees, visitors, volunteers, and contractors. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for SDVOSB and/or VOSB firms registered in the VIP database, in accordance with priorities set by regulation.
