SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SOURCES SOUGHT NOTICE FOR USAFSAM Aeromedical Aviation Laboratory (AAL) Program RFI-AFRL-PZLE-2021-0001 THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A SOURCES SOUGHT SYNOPSIS/REQUEST FOR INFORMATION FOR PLANNING PURPOSES ONLY. This SERVICE DISABLED VETERAN OWNED SMALL BUSINESS Sources Sought notice is issued for the purpose of developing a viable acquisition strategy and solicitation that will best communicate the Government�s requirements to industry. Response to this notice is strictly voluntary and will not affect any ability to submit an offer if or when, a solicitation is released. The requested information is for planning purposes only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct costs or charges will arise as a result of the submission of information in response to this notice. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with applicable Government regulations. The Government is in the process of determining the acquisition strategy for this requirement. GENERAL AND BACKGROUND INFORMATION. The United States Air Force School of Aerospace Medicine (USAFSAM) located at Wright-Patterson AFB (WPAFB), Ohio, trains 100% of the USAF�s Flight Surgeons in an Air Force Specialty Code (AFSC) awarding course entitled Aerospace Medicine Primary (AMP). The AMP course is composed of three increments: AMP 101, AMP 201, and AMP 202. AMP increments 101 and 202 utilize an Aeromedical Aviation Laboratory (AAL) to introduce AMP students to military flight operations. The Aeromedical Aviation Laboratory curriculum is specifically designed to expose flight surgeon students to the rigors of flying, mission planning, modern cockpit symbology, disorientation, instrument procedures, aerobatics, low-level navigation, and formation flight in a setting that closely mirrors USAF Undergraduate Flight Training (UFT). AAL provides each AMP 101 student with one flight sortie of one hour duration and AMP 202 students with 6 sorties totaling 8 flight hours. The purpose of the AAL program is to ensure all flight surgeon candidates receive flight experiences and complete the syllabus at Appendix A-2. The USAFSAM also sponsors a resident in aerospace medicine (RAM) program designed to enhance, motivate, and prepare these RAMs to make sound aeromedical decisions regarding aircrew member�s fitness to fly, to evaluate physiological threats in the flying environment, and to research, identify, and design performance enhancements for aerospace vehicles and personnel. The AAL Aviation Competency Program (ACP) was developed to help accomplish these objectives. The ACP is a two year program and is broken out into two modules A and B. Module A includes 27 hours of academic training and provides each RAM with 14 sorties totaling 19.5 flight hours. Module B includes 22 hours of academic training and provides each second year RAM an additional 5 sorties totaling 7.5 flight hours of more advanced training. The government anticipates the award of a C-Type contract using NAICS code 611512 Flight Training. The anticipated program ceiling for this acquisition is $14M. Additionally, the planned acquisition strategy currently anticipates that the contract will have a one year base with the potential for up to four one year options. Registration in the Beta System for Award Management (SAM) will be mandatory for contract award, see BetaSAM website at (www.BETASAM.gov). Note that the NAICS code for this requirement, if applicable to the company�s capabilities, should be included in the company�s NAICS code listing in BETASAM. Teaming and Joint Ventures are acceptable. �
