SOURCES SOUGHT SYNOPSIS THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201 (e). The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 334516, 1,000 employee size standard.  Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/ eligible and capable, VA will set aside the underlying solicitation per 38 U.S.C. §8127.  Responses to this synopsis will be used by the Government to make appropriate acquisition decisions to fulfill this requirement. After review of all responses to this RFI, a solicitation announcement may be published on https://beta.sam.gov/, FBO and/or GSA eBuy. Response to this RFI are not considered adequate responses to a solicitation announcement. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. GENERAL REQUIREMENTS: The Department of Veterans Affairs (VA), VHA Regional Procurement Office - West, Network Contracting Office 22 in Long Beach California has a requirement to establish a procurement for reagents, supplies, consumables, service and maintenance for two Vitros 3600 and three Vitros 4600 Chemistry systems original equipment manufacturer Ortho-Clinical Diagnostics, Inc. The equipment is onsite Southern Arizona VA Healthcare System. The vendor shall provide the facility with Food and Drug Administration (FDA) approved reagents, controls, calibration material, disposables, and any consumable parts necessary for the system operation. The reagents, supplies, and consumables shall be the same as those that have been validated on Vitros 3600 and Vitros 4600. All reagents must comply with current test methodologies and Standard Operating Procedures and policies in the Chemistry Department. The vendor shall take orders and directly distribute to ensure no delay in patient testing. SERVICE AND MAINTENANCE: Instrument support service shall provide assistance with troubleshooting and repair of the Vitros 4600 and Vitros 3600 analyzers. Vitros 4600: On-site service shall be available Monday through Friday during regular business hours (8am-5pm). Vitros 3600: On-site service shall be available Sunday through Saturday during regular business hours (8am-5pm). The support service shall follow-up all down time calls within 1 hour. The vendor shall provide a twenty-four hour/seven-day service hotline with technical support. The vendor shall provide a preventative maintenance schedule to include timely scheduled vendor preventative maintenance visits as required. Vendor shall provide standard and routine software and hardware upgrades to the equipment hardware and operating systems, without additional charge (e.g. upgrades that correct or improve either the mechanical operations or software of the system and would keep the instrument performing optimally). Additional information for this requirement will be provided on a later solicitation. A solicitation is not currently available. No gray market supplies or equipment shall be provided. Gray market items are OEM goods intentionally or unintentionally sold outside an authorized sales territory or sold by non-authorized dealers in an authorized sales territory. (b) No counterfeit supplies or equipment shall be provided. Counterfeit items include unlawful or unauthorized reproductions, substitutions, or alterations that have been mismarked, misidentified, or otherwise misrepresented to be an authentic, unmodified item from the original manufacturer, or a source with the express written authority of the original manufacturer or current design activity, including an authorized aftermarket manufacturer. Unlawful or unauthorized substitutions include used items represented as new, or the false identification of grade, serial number, lot number, date code, or performance characteristics. (c) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This notice is not a request for competitive proposal or solicitation of offerors. This notice is to assist the VA in determining sources only and a solicitation is not currently available. If a solicitation is issued it will be later published on https://beta.sam.gov/, FBO and/or GSA eBuy. Interested parties must respond to later solicitation announcement separately from this source sought. Response to this source sought is not a request to be added to a prospective bidders list or to receive a copy of the later solicitation. Information received as a result of this notice will be considered solely for the purpose to make appropriate acquisition decisions to fulfill this requirement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement.
