Description
1.� NOTICE:� This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and for planning purposes only. 1.1� The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist and to assist in determining the extent to which this effort can be competitive.� The proposed North American Industry Classification Systems (NAICS) Code is 325510 Paint and Coating Manufacturing, which has a corresponding Size standard of 1,000 employees.� The Government will use this information to determine the best acquisition strategy for this procurement.� The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns.� The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. 1.2 �The 309th Aircraft Maintenance Group (AMXG), Hill AFB, Utah, requires the procurement of an advanced spectrally filled polyurethane topcoat for the F-16� Fighting Falcon weapon system. The product that Lockheed Martin and the F-16 System Program Office (SPO) approved for use is FP-361, which meets the FMS 3600 specification, manufactured by CAAP Company. This coating is used to topcoat the F-16s identified by the SPO. The contractor shall provide an advanced spectrally-filled polyurethane topcoat and related products to be used by the 309th AMXG for painting F-16 aircraft. The contractor shall also provide technical assistance and support to the 309th AMXG F-16 production and 309th EN.�Vendors must be CAAP Co. authorized distributors. 1.3 �Previously this requirement has been acquired via a sole source requirement.�The Government intends to use this market research to determine if there are a sufficient number of capable FP-361 Coating and Sealant providers to maximize competition. A future contact will be established on a firm fixed price basis. �The intended delivery of the F-16 FP-361 Aircraft Coatings is Hill Air Force Base, Utah.�Be advised, all businesses must be registered through the System for Award Management (SAM) at www.sam.gov to enter into a contract.� The Government utilizes Wide Area Work Flow (WAWF) (https:wawf.eb.mil/) to electronically process vendor requests for payment.� 1.4� Please note that this is not a solicitation, and any requests for a solicitation will not receive a response. The Government will not reimburse participants for any expenses associated with their participation in or responses to this sources sought synopsis. 2.� INSTRUCTIONS 2.1. The Government requests interested parties provide the following information: a.� Company Name and Commercial and Government Entity (CAGE) code. b.� Name, phone number, and email address for point of contact(s). c.� The applicable NAICS code for this acquisition is 325510. Based on this NAICS code what is your size status? ____ Small Business ____ Small Disadvantaged ____ Women?Owned ____ Veteran?Owned ____ Service Disabled Veteran Owned ____ Hub?zone ____ 8(a) ____ Large Business d.� Are you currently registered in SAM and WAWF? e.� Are you capable, experienced and able to provide F-16 FP-361 Aircraft Coatings that meet the specifications outlined in the attached Draft PWS? f.� �Interested vendors must show in their response that they are CAAP Co. authorized distributors of FP-361. g.� The NAICS Code selected for this potential requirement is 325510, which has a size standard of 1,000 employees. If you disagree that 325510 is the proper NAICS Code, please submit that comment to the requiring activity along with what NAICS Code you believe this should be classified under; however, please do not wait for an amendment to this request, as the due date for the market survey will remain at 19�March 2021 at 4:00 pm Mountain Time. This date will not be extended. h.� You are encouraged to provide any documentation to support your business's capability in meeting these requirements. i.� �Please provide all responses to this survey - to include any questions or comments you might have - to the requiring activity no later than Friday, 10�March 2021 at 4:00 pm Mountain Time to the attention of Aurielle Ruiz at aurielle.ruiz@us.af.mil and Troye Davis at troye.davis@us.af.mil.
