- THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is part of a market research effort to assess industry capabilities that will best address the U.S. Coast Guard�s (USCG�s) need. � The United States Coast Guard (USCG) Research and Development Center (RDC) and Office of Aeronautical Engineering (CG-41) are developing requirements to modernize the C5I capabilities of the USCG�s rotary wing fleet. In support of this, the RDC/CG-41 are seeking information on industry solutions to replace the current radar system, while also expanding capabilities and improving sensor performance. A replacement system is essential to resolve imminent system obsolescence issues and to improve search and rescue (SAR) and law enforcement (LE) mission performance. The purpose of this SPECIAL NOTICE is to identify industry partners, with rotary wing radar solutions, that can help to refine functional requirements through participation in a virtual collaboration event. RDC/CG-41 will be using a four step market research strategy �to: (1) identify airborne radar system providers, (2) gain preliminary information on systems and/or capabilities which industry has to offer, (3) request industry collaboration in refining USCG rotary wing radar system requirements.� The four steps are: Release a special notice (this document) requesting initial industry information in response to the USCG�s preliminary requirements Review the submitted information to identify the systems and/or capabilities with potential to satisfy or exceed the preliminary requirements. Invite those vendors that possess systems and/or capabilities with potential to satisfy or exceed the preliminary requirements to a virtual industry day.� The virtual industry day will be for the sharing of technology improvements and innovations in industry and for refining the USCG preliminary requirements. Release of a final Request for Information with the finalized requirements, which will allow the vendors to update their submissions to the finalized requirements. The USCG�s Preliminary Requirements are: Aviation Multi-mode Radar Airborne Weather Detection Mode(s) Maritime Surface Surveillance Mode(s) Non-magnetron Transmitter Field of View (FoV) > 120� Automatic Stabilization > 25� Pitch/Roll Compliance with Federal Aviation Regulations, 14 CFR, part 29: Airworthiness Standards, Transport Category Rotorcraft Subparts C, D, E & F Technology Readiness Level (TRL) 8, per DoD Defense Acquisition Guidebook (2012) or commercial equivalent Sensor System Size, Weight, and Power (SWaP) Antenna Dimension: < 20 in Total System Weight: < 60 lbs System Power Compatibility: 28VDC, 115VAC 400Hz Consumption: 40 ADC, 3.0 KVA RESPONDING TO THIS SPECIAL NOTICE Submissions will be reviewed by USCG RDC/GG-41 and appropriate supporting government organizations. The following information is requested: A description of your product A comparison of your product�s capabilities to the requirements above Any available marketing materials to include pictures or videos The country where your product is manufactured and a statement as to whether or not your product meets the Domestic End Product criteria of the Buy American Act Price estimate Business name and address Point of Contact Company status as either a Small or Large Business using NAICS Code 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Any suggestions or recommendation related to requirements. Any company proprietary information, performance capabilities, and/or future modification should be clearly identified and marked.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned.� This RFI is issued for solely for information and planning purposes.� There is no guarantee that the Government will pursue a solicitation for the requirement identified in the future.� All information received in response to this RFI will NOT BE RETURNED.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� Respondents will not be notified of the results of the evaluation The deadline for final responses to this SPECIAL NOTICE is 23 March 2021.
