- Description
- 1. Intent. In accordance with the ALPA FY 20/21/22 Planning Guidance, the Maneuver Support Center of Excellence (MSCoE) and Sustainment Center of Excellence (SCoE) will host MSSPIX 2022 to examine Doctrine, Organization, Training, Materiel, Leadership, Personnel and Facilities (DOTMLPF) capabilities and concepts designed to address experiment objectives for Maneuver Support, Sustainment and Protection. Defeating capable enemies in the future requires Army maneuver forces enabled by Maneuver Support and Sustainment equities in all five domains � Land, Air, Cyberspace, Space and Maritime. 2. Timeline. Submissions are due in accordance with Enclosure 2; MSSPIX 22 Submitter�s Guide, at Appendix A. All dates are projected and may shift. 3. Experiment Objectives. A list of Experiment Objectives follows. See Enclosures 1 & 3 for more information regarding desired capabilities associated with each experiment objectives. Objective 1: Assess potential material and non-material opportunities to better enable Maneuver Support and Protection contributions to Multi Domain Operations (MDO) Capable Army by 2028. � Objective 2: Assess potential material and non-material opportunities to better enable Sustainment contributions to MDO Capable Army by 2028. � Objective 3: Better enable MDO forces to understand the operational environment. This includes application of the Synthetic Training Environments (STE) to prepare maneuver support, sustainment, and protection forces for MDO (linkage to STE CFT). � Objective 4: Assess potential application of robotic/ autonomous systems and artificial intelligence to better enable Maneuver Support, Sustainment and Protection contributions to MDO Capable Army by 2028. Included under this objective are edge processing for Artificial Intelligence/Machine Learning (AI/ML) and block chain and the prioritization data analytics. Both of these efforts supports the Network CFT. � Objective 5: Assess the validity of reasonably mature Operational and Organizational (O&O) Concepts that enable MDO Capable and Ready force development for Maneuver Support, Sustainment and Protection formations. � 4. Technology Selection Process. All submissions should be sent electronically NLT 31 May 2021 to usarmy.leonardwood.mscoe.mbx.msspix@mail.mil. See Enclosure 2-5 for detailed instructions. All received Technology Calls will be socialized with potential sponsoring organizations. Responding organizations will be asked to rate each call on a three tier scale as defined below: Tier 1: No additional briefings are required or requested. The proposed technology directly addresses modernization learning within our organization. We will provide a sponsor to help shape the inclusion of the technology in MSSPIX. � Tier 2: Briefing required to further understanding of the technology and how it can help modernize the Army. The organization agrees to participate in a technology selection meeting tentatively scheduled for 24 June 2020. � �Tier 3: The technology is well-understood and it does not support modernization strategy. No additional briefings are requested or required. Do not select. � The technology selection committee will assess all Tier II submissions during the MSSPIX 22 Technology Selection Panel at Fort Lee, VA and Fort Leonard Wood, MO, on/about 1-30 June 2021. Tier II briefings will consist of a 20 minute verbal presentation using the submitted quad charts. Use of video is allowed during this presentation. The presentation will be followed by 10 minutes for questions. Technology providers can opt to brief in-person, at either Fort Lee or Fort Leonard Wood, or via phone. No preference is extended based on either option. Selected technologies will have a Center of Excellence sponsor who has reviewed the provided documents and has expressed a desire to learn from live experimentation with the technology for the purpose of addressing a modernization strategy. Sponsors are responsible for developing basic experiment study issues for technologies, helping to shape how technologies are utilized during the experiment, and informing planners how the learning will be used. � Candidate technology participation must be funded by the proposing organization (government or industry). Technology providers will pay all costs associated with inclusion of technologies in MSSPIX. Some potential costs include developing a capability, transportation, training, and sustaining selected technologies during the experiment period. Additionally, technology providers are responsible for covering any costs associated with securing a safety release and/or spectrum approval 5. Submission Instructions. Submissions for MSSPIX 2022 must follow the procedures outlined in Enclosure 3. 6. Submission Point of Contact.
