- Description
- THIS IS A REQUEST FOR INFORMATION ONLY. This Request for Information (RFI) is part of a market research effort to assess industry capabilities that will best address the U.S. Coast Guards (USCGs) need. This Request for Information (RFI) is part of a market research effort to gather information about laser cleaners available in the market. The Coast Guard Research and Development Center (RDC) is conducting research into the appropriateness of laser cleaning technology for maintenance of it many assets from dewatering/fire pumps to aviation components. The present method of prepping and cleaning equipment requires expensive environmental controls and is labor intensive. Laser cleaning machines can remove paint, adhesives, and corrosion without the use of chemical solvents and this may reduce the amount of paint and corrosion residue. The goal of this research is to determine if laser technology can reduce the Coast Guards environmental footprint while maintaining cleaning standards. The current requirements are as follows: Capability Level Portable, can be positioned to clean surfaces Less than or equal to 40 LBS Power Requirements 110V/220V AC Power Source Laser output (minimum) 200W, 1m J pulse output Operator activated switch Dual activation switch and mechanical interlock for safety Operation viewing Class 4 laser-rated safety viewing port Ventilation Exhaust Ventilator Cable At least 3 meter optical cable (for the laser beam) Laser housing Dust proof and water resistant Laser Q-switched Laser 1060-1070 NM that is minimal maintenance Spot sizes Adjustable: 30 micron to 5 in. Environment Operate in high humidity and dusty conditions Unit cooling Threshold: Water Cooled, Goal: Air cooled Dust/Fume Collector Collects fumes and debris as it is removed Ability to remove paint coatings and corrosion from surfaces of many different materials Stainless Steel, Aluminum, Carbide, Polycarbonate, Titanium, Nickel, Polypropylene, PVC, Rubber, Steel, Cast Iron Painted Metal Alloy, Backlit Buttons, Galvanized Metals RDC will use the results of this RFI to inform market research supporting the acquisition of a laser cleaner to be used as part of a RDC user evaluation. Submissions will be reviewed by USCG RDC and appropriate supporting government organizations. When responding to this RFI, please include following: A description of your product and any pertinent accessories A comparison of your products capabilities to the requirements above Any available marketing materials to include pictures or videos The country where your product is manufactured and a statement as to whether or not your product meets the Domestic End Product criteria of the Buy American Act Warranty term and coverage Price estimate Company status as either a Small or Large Business using NAICS Code 333517 Machine Tool Manufacturing Any suggestions or recommendation related to RDCs current laser cleaner requirements. Any company proprietary information, performance capabilities, and/or future modification should be clearly identified and marked. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. This RFI is issued for solely for information and planning purposes. There is no guarantee that the Government will pursue a solicitation for the requirement identified in the future. All information received in response to this RFI will NOT BE RETURNED. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the results of the evaluation The deadline for final responses to this RFI is 3 March 2021. Responses to this market survey should be sent to Contract Specialist. Anastasia Freddino, (Anastasia.M.Freddino@uscg.mil) and Contracting Officer, Jaqueline Brown, (Jacqueline.Brown@uscg.mil). If your email response is greater than 10 megabytes (MB), break the submission into multiple sequentially numbered emails of 10 MB or less. PHONE CALLS WILL NOT BE ACCEPTED, VOICE MAIL MESSAGES LEFT WILL NOT BE RESPONDED TO.
