SOURCES SOUGHT TECHNICAL DESCRIPTION FOR PROCUREMENT/DELIVERY OF BELL HELICOPTER SPARE PARTS INTRODUCTION The US Army Contracting Command, Redstone, CCAM-NS-B, Redstone Arsenal, AL 35808 is issuing this sources sought on behalf of the Multi-National Aviation Special Project Office (MASPO) as a means of conducting market research to identify potential sources to procure and deliver Bell Helicopter spare parts. PARTS LIST The Bell Helicopter spare parts requirement consists of the items listed in Attachment 0001. The result of this market research will contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES The Government requires the procurement and delivery of replenishment FAR 12 Commercial spare parts, shown in Attachment 0001, for Bell Helicopters with a material condition of �New�, �New Surplus� or �Overhaul�. Services for inventory management, conduct of inspections, and support for the coordination/shipment for shipment of Bell Helicopter spare parts the Joint Inventory Control Point (JCP) in PA will be required in support of this requirement. A minimum of a working knowledge of Federal Aviation Administration (FAA) Airworthiness processes are required to support this requirement. Qualification. The Bell Helicopter spare parts must be Federal Aviation Administration (FAA) certified with supporting documentation in the material condition of �New�, �New Surplus� or �Overhauled. Vendor must include in the response the following: � Examples of previous procurement experience of FAR Part 12 components � Description of the quality management system � Proposed source of each component listed in Attachment 0001 � Estimated delivery lead time for each component ELIGIBILITY The applicable North American Industry Classification System (NAICS) code is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and the size standard is 1,250 employees. Interested parties who have the capability to perform the above effort and have facilities involved in the ordering and/or receipt of commercial items under this requirement should respond to this notice and identify your business size and socio-economic status as applicable. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products listed in Attachment 0001. Documentation should be in bullet format. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Anca M. Wass, in either Microsoft Word or Portable Document Format (PDF), via email anca.m.wass.civ@mail.mil and sharon.o.cook.civ@mail.mil, the Contracting Officer, no later than 12:00 p.m. central standard time on 03 March 2021 and reference this sources sought in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products, please provide the following information: Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, business size, and type of ownership for the organization. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
